Staff received a letter from Ms. Gwen Matthews, President/CEC of Valley Medical Center regarding pedestrian crosswalks on Perkins Street. Attachment "B" is a photomap showing the general crosswalk locations but not the current configuration. On Perkins Street at Warren Drive there is a diagonally hatched crosswalk with an in -street pedestrian crossing sign. On Perkins Street at Leslie Street there is a diagonally hatched crosswalk. Lastly, on Perkins Street at Hospital Drive there is a crosswalk at a traffic signal. The signal controlled intersection at Perkins Street and Hospital Drive is the recommended crossing location since pedestrians have pedestrian signals which can be activated to cross the street. The city has contracted with a consultant to prepare a Perkins Street Gateway Streetscape Study. Staff will review with the consultant the concerns of crossing at uncontrolled intersections. MINUTES of the Traffic Engineering Committee June 10, 2014 Page 1 UVMC Safety Officer Smith stated the hospital has an Education Center at 495 Perkins Street. UVMC encourages staff to use the crosswalk at the signal controlled intersection at Hospital Drive. Motorists drive very fast on Perkins Street and forget to look for pedestrians causing unsafe conditions. UVMC is looking for a solution to this problem. UVMC was happy to hear about consideration for pedestrian crossings through the Perkins Street Gateway Streetscape Study. Chairman Baxter summarized that the consultants preparing the Perkins Street Gateway Streetscape Study will be made aware of the UVMC concerns so suggestions for a solution can be incorporated into the project. b. Member Whitaker answered "Yes". c. Discussion and Possible Action Regarding Request for Removal of No Parking Zone at 137 Ford Street. Member Seanor introduced this item. Staff received a letter from Dixie Myers requesting removal of the No Parking Zone at 137 Ford Street. Ford Street at this location is a two way street with curb and gutter along most of the street. Within the last few years, curb, gutter and sidewalk were constructed along the frontage of 137 Ford Street. Parking is not restricted along the north side of Ford Street at this location. Parking restriction adjacent to 137 Ford street was posted several years ago prior to the completion of the curb, gutter, and sidewalk. Staff recommends removal of the No Parking Zone at this location for consistency with similar sections on Ford Street. Dixie Myers stated she would appreciate the removal of the No Parking Sign. The property is commercial, the street is wide in this area and there are curbs and gutters. REQUEST: Ronda Gott and Kelly Chestnutt submitted a request for traffic calming measures on South Oak Street (see Attachment "A"). DISCUSSION: South Oak Street from Mill Street to Freitas Avenue satisfies the California Vehicle Code definition of a residence district and therefore has a prima facie speed limit of 25 mph. However, staff determined, in review of this section of South Oak Street, that there are no posted 25 mph speed limit signs. Please refer to Attachment "B" for a map of this street section. Rather than construction of traffic calming measures on this section of South Oak Street, staff proposes installation of four each 25 mph speed limit signs (2 for southbound traffic and 2 for northbound traffic on South Oak Street between Mill Street and Freitas Avenue). After installation of the speed limit signs, staff proposes posting the Police Department speed radar trailer on the section of South Oak Street between Gobbi Street and Freitas Avenue. The speed radar trailer is an effective tool to provide direct feedback to drivers of their speed compared to the posted speed zone. RECOMMENDATION: 1) Post a total of four 25 mph speed limit signs on South Oak Street between Mill Street and Freitas Avenue; 2) Recommend utilizing the Police Department speed radar trailer on South Oak Street; 3) Refer to staff for further analysis. enc. cc: Ronda Gott and Kelly Chestnutt file 06-05-`14 13;28 FROM - June 5, 2014 City of Ukiah Traffic Engineering Committee 300 Seminary Avenue Ukiah, CA 95482 Request for Agenda Item Consideration Traffic Engineering Committee Chairperson T-840 P0001/0001 F-332 Attachment # We would like the City of Ukiah Traffic Engineering Committee to consider an ongoing situation of speeding vehicles. We have resided at our current residence of 876 S. Oak St. for nearly 2 years. Since moving in, there have been multiple incidents of speeding vehicles traveling in excess of 25 mph, in both north and south -bound directions. The 800 block of South Oak Street is primarily high-density residential. There is not a single speed limit sign or pavement markings indicating speed limits in either direction from Standley Street south to the end of South Oak Street. This portion of South Oak Street is also frequently used by public vehicles to avoid the stoplight at Gobbi & State Streets. We respectfully request the Traffic Engineering Committee consider some form of traffic calming measures or action be taken to address this issue before a tragedy occurs. Thank you.
