CALL TO ORDER 18 The Traffic Engineering Committee meeting was called to order by Chairperson Baxter at 3:02 pm in 19 Conference Room No. 5, Ukiah Civic Center Annex, 411 W. Clay Street, Ukiah, California. 20 21 2. APPROVAL OF MINUTES – June 10, 2014 22 23 M/S: Vincent/Whitaker to approve June 10, 2014 minutes. Motion carried by an all AYE voice vote of 24 the members present. 25 26 3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS 27 Robert Faulk stated he has lived at 707 Walnut Avenue for 18 years. Traffic and speeding have 28 increased over the years on Walnut Avenue. There is only one stop sign located on Walnut Avenue at 29 Dora Street. Mr. Faulk asked committee to do a traffic survey on Walnut Avenue and consider putting 30 in a crosswalk at Spring Street and one 25 mph sign for traffic moving east. 31 32 Phil Baldwin arrived at 3:08 pm 33 34 Mr. Faulk will send a letter to TEC with all of his comments and concerns so it can be considered at 35 the next meeting. 36 37 4. OLD BUSINESS 38 none 39 40 5. NEW BUSINESS 41 a. Discussion and Possible Action Regarding Request for Traffic Calming Measures on 42 South Oak Street. 43 44 Member Seanor introduced this item. Staff received a letter from Rhonda Gott and Kelly Chestnutt 45 requesting traffic calming measures on South Oak Street. South Oak Street from Mill Street to Freitas 46 Avenue satisfies the California Vehicle Code definition of a residence district and therefore has a 47 prima facie speed limit of 25 mph. However, staff determined, in review of this section of South Oak 48 Street, there are no posted 25 mph speed limit signs. Attachment “B” is a map of this area showing 49 where existing stop signs are located. 50 51 Rather than construction of traffic calming measures on this section of South Oak Street, staff 52 proposes installation of four each 25 mph speed limit signs (2 for southbound traffic and 2 for 53 northbound traffic on South Oak Street between Mill Street and Freitas Avenue). After installation of 54 MINUTES of the Traffic Engineering Committee July 8, 2014 Page 2 the speed limit signs, staff proposes posting the Police Department speed radar trailer on the section 1 of South Oak Street between Gobbi Street and Freitas Avenue. 2 3 Member Vincent asked what determines where speed limit signs are placed. 4 5 Member Whitaker replied that speed limit signs are placed where the best visibility for the sign is 6 located. 7 8 Kelly Chestnutt remarked that people drive by their house on South Oak Street going up to 70 mph. 9 Most cars driven on this street are going at least 45 mph, 20 mph over the speed limit. 10 11 Member Vincent asked whether the 25 mph speed limit can be painted on the street. 12 13 Member Whitaker answered that painting the speed limit on the street causes more maintenance 14 issues because the pavement markings have to be repainted every year. 15 16 Member Seanor explained that the proposed speed limit signs and speed radar trailer should be tried 17 first because speed humps are challenging for public safety response, bicycle safety and may cause 18 damage to private vehicles. 19 20 Rhonda Gott thanked the committee for considering her request. Speed limit signs are a good start. 21 22 M/S: Taylor/ Vincent moved to install four 25 mph speed signs on South Oak Street and to place the 23 speed radar trailer in that area to reinforce the speed limit. Motion carried by an all AYE voice vote of 24 the members present. 25 26 6. COMMITTEE MEMBER REPORTS 27 Member Kageyama reported that the Rail Trail Project has been advertised for bids. This project will 28 include a crosswalk at Gobbi Street as well as on Perkins Street. 29 30 Chairman Baxter remarked that with the old Trinity School site being reopened by the Temple of Ten 31 Thousand Buddhists, there will be a lot of activity in this area. Church Street is narrow and people park 32 on both sides of this street. 33 34 Member Whitaker observed that the narrow street slows traffic down. 35 36 Robert Faulk asked if the school will be required to provide off street parking. 37 38 Member Kageyama commented that the Buddhists have submitted a report showing the projected 39 parking demand in comparison with historic parking in the Trinity School area. 40 41 7.
