HomeMy WebLinkAbout2004-05 RESOLUTION NO. 2004-05 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ENDORSING THE BUDGET ACCOUNTABILITY ACT WHEREAS, the State has not met the June 15 constitutional deadline for passing the state budget since 1986; and WHEREAS, even though a budget is not passed on time, legislators can work on other bills or even go on vacation while California's budget remains in limbo; and WHEREAS, legislators do not currently forfeit their salary, per diem expense allowance, or car allowance permanently during the time a budget is not passed even while budget delays wreak havoc on local communities and contractors; and WHEREAS, only two other states in the nation, like California, require a vote of two-thirds or more of the State Senate and the State Assembly to pass a budget; and WHEREAS, the two-thirds vote requirement to pass a state budget and related taxes fails to keep spending in check; and WHEREAS, legislators are threatened and punished if they do not follow the party; and WHEREAS, partisan gridlock lead to huge deficits in weak economic times that force the governor and Legislature to make massive cuts in education, health care, transportation, and other essential public services and raise billons of taxes; and WHEREAS, the Budget Accountability Act will enact a comprehensive reform of the State budget process that will hold the Governor and the Legislature more accountable to the People of California. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Ukiah hereby endorses the Budget Accountability Act.
