AUTHORIZATION Upon execution of this amendment, service provider is authorized to provide the service described under the Scope of Additional Work identified in this Amendment No. 1. SCOPE OF ADDITIONAL WORK Work authorized by this amendment shall include that work described in the proposal from Carollo Engineers titled "Amendment 1 to Scope of Services- Emergency Report of Waste Discharge for Master Reclamation Permit". A copy of said proposal is included in this first amendment and identified as "Attachment A" COMPENSATION Compensation for the performance of the additional work shall be made on a time and expense basis at ConsultanYs customary fees. In 2012, the City irrigated the field under an emergency waiver and is seeking to formalize and permit this practice. Within the Report of Waste Discharge (RWD) the City described the limited iRigation of its own property as a first phase, but also provided information on the overall program described in its Recycled Water Master Plan and Mitigated Negative Declaration. The Regional Board reviewed the submitted Report of Waste Discharge and indicated to the City that it wished to permit the larger program, including any emergency drought uses envisioned by the City, rather than simply permit the initial phase. While this decision by the Board will require the development of an amended Report of Waste Discharge covering the larger program and emergency uses, it will also provide the City with a high level flexibility to respond to the drought emergency and implement its larger recycling program as funding becomes available. Scope of Services This amendment provides for the additional scope and effort required to: • file an emergency waiver application in support of the City's planned drought uses; and • update the originai RWD to cover the larger program. These two efforts are closely related and the information developed for the emergency waiver will be incorporated into the updated RWD. Tasks to be compieted under this amendment are described below. Task 7 Tracer Dye Study The City's wastewater treatment plant includes two (2) serpentine chlorine contact basins that provide tertiary level disinfection per the requirements of the City's permit for River Discharge. In order for the reclamation program to be approved, the California Department of Public Health (CDPH) has required that the City demonstrate that its basins can meet the disinfection requirements outlined Title 22 of the California Code of Regulations. The tracer study is intended to confirm the theoretical chlorine contact time of the two contact basins. To document this, the Consultant will perform a tracer study using the protocols outiined in Tracer Studies in Water Treatment Facilities: A Protocol and Case Studies (by AW WARF). The tracer study will include evaluation of modal contact time under highest (4MGD) and lowest (1 MGD) daily flow rate through the chlorine contact basins. The cost estimate assumes that the tracer water can be discharged through the system as a single slug test utilizing the one wet well that feeds both contact basins simultaneously and without a significant restriction on the initial concentration and that the proper flows can be created for the duration of the test. The results of the study will be summarized in a letter report and included in the Updated RWD (Task 8) and Amended Title 22 Report (Task 9). Task 2 Prepare Application for Coverage under the Regional Board's Categorical Waiver of Waste Discharge Requirements for Emergency Drought Uses Because of the current drought conditions, the City is exploring the option to use trucked recycled water for construction water uses and possibly some irrigation uses. The Regional Board has indicated that these types of uses could be considered under categorical waivers approved by Resolution R1-2012-0099 during periods of drought. Use of the categorical waiver requires submission of a Form 200 and Monitoring and Reporting Program that demonstrates the uses will comply with the Basin Plan and statewide reclamation requirements and that the City will manage the uses to avoid "pollution, contamination or nuisance". Consultant will prepare the required Form 200 and develop a Monitoring and Reporting Program for the proposed uses that includes: • Brief description of the City's recycled water quality • Map of the proposed trucked-water use area • Agreement and permit forms for trucked water applicants • Trucked recycled water rules and regulations • A description of the City's inspection program • Tracking and reporting forms for the City's use. This Monitoring Program will support the use of the categorical waiver and will also be included in the Updated RWD, so that the City may continue trucked recycled water use in the future. Task 3 Update Recycled Water Program Description Consultant will update the Recycled Program description to be consistent with the City's Recycled Water Master Plan and its approved funding application with the North Coast Resource Partnership. The update will include a complete list of users, type of use envisioned, acreage, type of crop or landscape, and estimated water use. Consultant will prepare an updated site map of the proposed Phase 1 Project (funded by the North Coast Resource Partnership)that provides site-specific detail on the transmission and irrigation systems, the location of any setbacks and the location of any onsite wells. Consultant assumes City will coordinate access and information requests with the Phase 1 owners to facilitate ConsultanYs work. Task 4 Workshop with City and Stakeholders Consultant will coordinate with City to host a workshop with stakeholders including the Phase 1 property owners and the Mendocino County Flood Control and Water Conservation District. The purpose of the meeting will be to review the Regional Board's requirements and to take input on the City's proposed Rules and Regulations, particularly the inspection and monitoring requirements. While complying with the Regional Board's requirements for inspection and monitoring is important, the workshop will provide a forum to discuss these requirements in the context of existing site management practices, with a goal of developing a user inspection and monitoring program that is as practical as possible. Consultant will facilitate the workshop and provide minutes documenting the discussion and conclusions. Task 5 Update the City's Rules, Regulations and Operational Plan Based on the results of the Workshop (Task 4), and Regional Board comments, Consultant will update the City's Rules, Regulations and Operational Plan to more closely conform to the Regional Board's recently developed "Attachment G Task 6 Update the Anti-Degradation Analysis Consultant wili update the Anti-Degradation Analysis to cover the full scope of the City's proposed program and respond to Regional Board concerns. Consultant will pull data from the Geo Tracker GAMA site for wells in the Ukiah Valley Groundwater Basin and import this into GIS. Consultant will spatially locate the City's existing monitoring wells near the WRF and import these locations and the water quality data into GIS. Consultant will use GIS to confirm average basin water quality, as reported by the Department of Water Resources (DWR), and to provide graphical depiction of water quality trends. Consultant will calculate the basin's assimilative capacity for chloride, TDS and nitrate based on average basin water quality, described by DWR and confirmed through the GIS analysis, and the drinking water Maximum Contaminant Levels established by the California Department of Public Health. Consultant will confirm the improved regional water quality conditions resulting from the proposed recycling program by: • Calculating the current mass loading to the groundwater basin for chloride, TDS and nitrate based on plant records for discharge to the percolation ponds and irrigation with groundwater; • Calculating the future mass loading to the groundwater basin for chloride, TDS and nitrate based on reduced discharge to the percolation ponds (because the water will be recycled) and irrigation with recycled water; • Comparing the current and future mass loadings. The comparative change in mass loading will be compared to the assimilative capacity in order to demonstrate compliance with the State's Recycled Water Policy. Task 7 Draft Updated RWD Consultant will assemble an updated Draft RWD for the City's review, prior to submission to the Regional Board. Task 8 Finalize and Submit Updated RWD Consultant will incorporate the City's comments, finalize the RWD and submit the document to the Regional Board. Task 9 Amended Title 22 Report Consultant will prepare an amended Title 22 Report that responds to the Conditional Approval Letter provided by the California Department of Public Health. The amended Title 22 Report will include the results of the Tracer Dye Study (Task 1) and will update the discussion in Sections 3 and 4 of the Report to provide additional detail on the Phase 1 program, including the detailed map developed in Task 3 and the updated Rules and Regulations developed in Task 5. Task 70 Regional Board Coordination Consultant will attend two meetings with Regional Board Staff and respond to one set of Regional Board Comments. Consultant will review draft permit developed by Regional Board and provide comments for the City's use. Professional Services Fee Work will be performed on a time and materials basis for an amount not to exceed $45,000. The work hour estimate is attached.
