The regular meeting of the City of Ukiah Planning Commission was called to order by Chair
Mulheren at 6:30 p.m. in the Council Chambers of the Ukiah Civic Center, 300 Seminary
Avenue, Ukiah, California. Roll was taken with the results listed above.

4. SITE VISIT VERIFICATION — N/A
5. APPROVAL OF MINUTES - October 11, 2006
ON A MOTION by Commissioner Pruden, seconded by Commissioner Anderson, it was
carried by an all AYE voice vote of the Commissioners present to approve the
October 11, 2006 minutes, as submitted.
6. COMMENTS FROM AUDIENCE ON NON-AGENDA ITEMS
No one from the audience came forward.
7. APPEAL PROCESS - N/A
8. VERIFICATION OF NOTICE - N/A
9. PUBLIC HEARINGS
9A. Mitigated Negative Declaration for Site Development Permit No. 05-45, as
submitted by the School of PerForming Arts and Cultural Education (S.P.A.C.E.), to
allow the expansion of, and modifications to, previously approved site and building
plans for the S.P.A.C.E. performing arts center previously approved for the subject
property. To be continued at request of applicant.
Associate Planner Lohse referred to his memorandum to the Planning Commission dated
October 25, 2006 regarding the S.P.A.C.E. project, and stated that while the Mitigated
Negative Declaration for the project was noticed for a public hearing in this regard it was
determined that revisions to the project warranted delaying the environmental analysis. The
applicants have requested additional time to prepare a more detailed set of drawings that

more clearly reflect the intended changes to the performing arts center, along with a
narrative describing the intent of the changes and how they are intended to improve
operations during performances. The proposed changes include a minor expansion of an
approved wing addition on the northwest corner of the building and a major expansion of a
second sing addition on the northeast corner of the building. The applicants request a
continuance for discretionary review of the modified project plan exhibits. Staff concurs with
the applicants' request and intends to use the modified exhibits as part of a revised Initial
Study/environmental analysis that will be re-noticed for a public hearing. Staff anticipates
that the Initial Study will be completed in November.
Commissioner Pruden met recently with S.P.A.C.E. to discuss project plan improvements.

ON A MOTION by Commissioner Pruden, seconded by Commissioner Anderson, it was
carried by an all AYE voice vote of the Commissioners present to continue the hearing
regarding the Mitigated Negative Declaration for Site Development Permit No. 05-45: School
of Performing Arts and Cultural Education (S.P.A.C.E.) to a date uncertain.

11. PLANNING DIRECTOR'S REPORT
11A. Ideas: Early Commission and public notification of proposed development
projects
Associate Planner Lohse stated the Planning Commission will have the opportunity to
provide input and to further discuss the matter of early Commission and public notification of
proposed development projects. The City Council will likely review this matter and also
provide input.
A general discussion followed regarding the benefit of allowing the public and Commission
to have early insight into development projects.
12. PLANNING COMMISSION REPORTS
Commissioner Pruden encourages other Commissioners to attend a planning conference
held at Sonoma State University in December because it is informative and worthwhile. She
also encourages the Commissioners to attend the public workshop concerning the UVAP on
November 4, 2006.
Commissioner Anderson attended the planning conference at Sonoma State University
last year and benefited from the information provided.
