17 The regular meeting of the City of Ukiah Planning Commission was called to order by
18 Chair Pruden at 6:00 p.m. in the Council Chambers of the Ukiah Civic Center, 300 Seminary Avenue,
19 Ukiah, California.

36 8. VERIFICATION OF NOTICE— Draft Housing Element Workshop #2. Review and Discussion

41 Update. (Staff requested continuance)

43 It was the consensus of the Commission to continue the Draft Housing Element Workshop # 2 to
44 December 10, 2009.

46 Staff will provide the Planning Commission with additional information concerning the Draft Housing
47 Element.

49 9B. Guillon Retail Building Use Permit No. 09-31-UP-PC. Review and possible adoption of a
50 Mitigated Negative Declaration for the Guillon Retail Building Use Permit at 1230 Airport Park
51 Boulevard, Should the Planning Commission adopt the Mitigated Negative Declaration, the
52 Commission would consider the request for approval of a Major Use Permit to allow the
53 construction of a new 16,005 square foot retail building and associated site improvements in
54 the Redwood Business Park, 1230 Airport Park Boulevard, APN 180-080-25. This item was

1 continued from the October 28, 2009 meeting. (Applicant requested continuance to
2 December 9, 2009)

4 It was the consensus of the Commission to continue the Guillon Retail Building Use Permit No. 09-
5 31-UP-PC to December 9, 2009.

7 10. PLANNING DIRECTOR'S REPORT
8 1. The Grocery Outlet appeal will be heard by City Council November 18, 2009.

10 2. The Planning Commission will receive stipend money. Clarification is necessary as to how
11 the money will be disbursed.

13 Commissioner Molgaard supports the course taken for disbursement of stipend money be a simple
14 process for staff.

16 3. The Planning Department at the direction of City Council conducted a mobile home park
17 survey. City Council will review the results at the regular November 18, 2009 meeting.

19 Commissioner Molgaard noted an example of a mobile home park in the County that is nicely
20 maintained and the tenants own it as part of an association as opposed to private ownership or
21 corporate. The tenants pay fees to the association for maintenance and upkeep of the park.

23 11. PLANNING COMMISSION REPORTS
24 Commissioner Helland asked if the Commission has an interest in attending a two-day passive
25 solar workshop. If so, she will make some inquiries whether this can come to fruition. The workshop is
26 likely designed for developers and architects.

28 There was discussion concerning upcoming planning seminars, particularly the Planner's Institute.
