CALL TO ORDER 17 The regular meeting of the City of Ukiah Planning Commission was called to order by 18 Chair Pruden at 6:00 p.m. in the Council Chambers of the Ukiah Civic Center, 300 Seminary Avenue, 19 Ukiah, California. 20 21 2. ROLL CALL 22 23 3. PLEDGE OF ALLEGIANCE 24 Everyone cited the pledge of Allegiance. 25 26 4. SITE VISIT VERIFICATION - N/A 27 28 5. APPROVAL OF MINUTES — October 14, October 28, November 5, and November 10, 29 2009 30 31 The Commission made the following corrections: 32 33 October 14, 2009 minutes: 34 Page 10, line 20, sentence to read, `The intent is to create the requirements so that the public, 35 decision makers, developers, etc. know what is expected. 36 Page 11, line 6, sentence to read, `Generally speaking, in a down area or where a city wants to 37 encourage more dense development, the intent is to be more urban with more buildings covering 38 more of the parcel which leaves less on the number of trees per parking stall and more on the 39 shade/canopy coverage of the trees provided.' 40 41 October 28, 2009 minutes: 42 Page 7, line 20, sentence to read, `Not aware of the Oak Saplings.' 43 Page 8, line 20, sentence to read, `Is familiar with the operation of auto body and paint shops and 44 stated the auto body industry is one of the most highly environmentally regulated industries in the 45 country and has become more so in the last few years.' 46 Page 8, line 23, sentence to read, `The industry uses low emission equipment, water-born paints, 20 47 filter down-draft paint booths that are air-tight and other standards in compliance with State and 48 Federal regulations.' 49 50 November 5, 2009 minutes: 51 The correct spelling of Pinky Cushioner is `Pinky Kushner.' 52 Page 6, line 39, sentence to read, `The information is included to inform people that these trees are 53 important to the community. 54 Page 9, line 52, sentence to read, `Chair Pruden had recommended a Pink Locust on Main Street, 55 but it was not selected for the list.' Motion carried (4-0). 9 10 6. COMMENTS FROM AUDIENCE ON NON-AGENDA ITEMS 11 None. 12 13 7. APPEAL PROCESS— N/A 14 15 8. VERIFICATION OF NOTICE— N/A 16 17 9. PUBLIC HEARING 18 9A. Guillon Retail Building Use Permit No. 09-31-UP-PC. Review and possible adoption of a 19 Mitigated Negative Declaration for the Guillon Retail Building Use Permit at 1230 Airport Park 20 Boulevard. Should the Planning Commission adopt the Mitigated Negative Declaration, the 21 Commission would consider the request for approval of a Major Use Permit to allow the 22 construction of new 16,005 square foot retail building and associated site improvements in 23 the Redwood Business Park, 1230 Airport Park Boulevard, APN 180-080-25 (Staff and 24 Applicant requested continuance to January 27, 2010). 25 26 Commissioner Sanders: What are the concerns preventing this project from moving forward for 27 review by the Planning Commission? 28 29 Senior Planner Jordan: The concerns relate to working through mitigation measures and conditions 30 of approval for the project. There will be a revised Mitigated Negative Declaration, as well as revised 31 conditions of approval to go along with this document. 32 33 Chair Pruden:lt is her understanding the problems relate to remediation of groundwater issues and 34 contamination. 35 36 PUBLIC HEARING OPENED: 6:17 p.m. 37 38 No one came forward. 39 40 PUBLIC HEARING CLOSED: 6:17 p.m. 41 42 It was the consensus of the Planning Commission to continue Guillon Retail Building Use Permit No. 43 09-31-UP-PC to January 27, 2010, as recommended by staff and the applicant. 44 45 10. PLANNING DIRECTOR'S REPORT 46 Rescheduled the Housing Element Workshop. 47 Revised the Downtown Zoning Code Workshop schedule- revised Trees and Circulation 48 sections are not ready. 49 PLANNING COMMISSION REPORTS 50 Commissioner Sanders: 51 • Provided the Commission with an article, `Nation's Greenest Building Code OKd' that was 52 recently featured in the San Francisco Chronicle. 53 • She also commented on the Tree Group and the efforts to reorganize meeting agenda topics 54 to better enhance productivity. 55 56 12.
