ROLL CALL COMMISSIONERS HELLAND, MOLGAARD, WHETZEL, SANDERS AND CHAIRPERSON PRUDEN 3. PLEDGE OF ALLEGIANCE 4. SITE VISIT VERIFICATION Each Planning Commissioner must visit the site of any project on the agenda requiring a quasi-judicial action, and failure to accomplish this task shall constitute grounds for recusal. 5. APPROVAL OF MINUTES Minutes from the May 26, 2010 meeting are included for review and approval. Minutes from June 9, 2010 meeting will be available for review and approval at the July 14, 2010 meeting. 6. COMMENTS FROM AUDIENCE ON NON-AGENDA ITEMS The Planning Commission welcomes input from the audience. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than ten (10) minutes per subject. The Brown Act regulations do not allow action to be taken on audience comments. 7. APPEAL PROCESS All determinations of the Planning Commission regarding major discretionary planning permits are final unless a written appeal, stating the reasons for the appeal, is filed with the City Clerk within ten (10) days of the date the decision was made. An interested party may appeal only if he or she appeared and stated his or her position during the hearing on the decision from which the appeal is taken. For matters appearing on this agenda, an appeal must be filed with the City Clerk by July 6, 2010 at 5:00 p.m. 8. VERIFICATION OF NOTICE 9. NEW BUSINESS— EDUCATIONAL WORKSHOP A. Education and Training on Low Impact Development (LID). Dennis Slota with the Mendocino County Water Agency will conduct an educational workshop on Low Impact Development (LID). Americans with Disabilities Act Accommodations. Please be advised that the City needs to be notified 72 hours in advance of a meeting if any specific accommodations or interpreter services are needed in order for you to attend. NEW BUSINESS— PUBLIC HEARING A. Mural Mosaics "Harmony" Mural Permit No. 10-12-MP-PC. Conduct a public hearing on a request from Mural Mosaics for approval of the "Harmony" Mural at 201 South State Street, APN 002-267-10. B. Mural Mosaics ��Community Built" Mural Permit No. 10-12-MP-PC. Conduct a public hearing on a request from Mural Mosaics for approval of the °Community Built" Mural at 107 East Perkins Streets (preferred location), APN 002-229-09, or at Todd Grove Park (alternative location), APN 001-141-01. C. Pacific Outfitters Mural Permit 10-10-MP-PC. Conduct a public hearing on a request from Brad Smith of Pacific OutFitters for approval of murals at 955 North State Street, APN 002-040-43. The application for a mural permit was required as a condition of approval of Site Development Permit 09-25-SDP-PC. 11. OLD BUSINESS—WORKSHOP A. Downtown Zoning Code Workshop. Continued review and discussion of Section 12: Administration and Procedures, Table 12B: Use Permit Procedures and Table 4: Allowed Uses and Permit Requirements and the uses included in the table also will be reviewed and discussed to determine by right uses and minor and major use permits.
