CALL TO ORDER The Traffic Engineering Committee meeting was called to order by Acting Chairperson Lampi at 3:00 p.m. in Conference Room No. 3, Ukiah Civic Center, 300 Seminary Avenue, Ukiah, California. 2. APPROVAL OF MINUTES — November. 12, 2013 M /S: Taylor/Whitaker to approve November 12, 2013 minutes. Motion carried by an all AYE voice vote of the members present. 3. AUDIENCE COMMENTS -ON NON - AGENDA ITEMS None 4. OLD BUSINESS None 5. NEW BUSINESS 5a. Discussion and Possible Action Regarding Proposed No Parking Zone on Talmage Frontage Road (Report Attached) Member Seanor summarized report of request by Assistant City Manager Sangiacomo for proposed no parking adjacent to Talmage Frontage Road. Member Seanor distributed a photo taken by Whitaker showing daytime parking in this area. The proposal is for no overnight parking from 10 pm to 6 am. Member Taylor stated that had he known this was City of Ukiah property; he would have had officers patrol this area. He questioned the impact this will this have on Police Department if the proposed no overnight parking is passed. Member Jordan didn't see a problem with parking during the day. Member Taylor had not heard of any complaints coming in from citizens. Officers have not reported any problems with camping in this area. Member Vincent asked if we could get input from businesses in the area. Member Seanor summarized info for Assistant City Manager Sangiacomo who just arrived. MINUTES of the Traffic Engineering Committee Page 1 January 14, 2014 1 i2 Assistant City Manager Sangiacomo stated at least one neighbor has called in complaining 3 about overnight camping or vacated cars. 4 5 Member Taylor stated this area has been cleaned up since old business, Beeler's Mufflers, has 6 left area. 7 8 Member Jordan wanted to know if residents or businesses are parking overnight before a vote 9 goes before Council. 10 11 Assistant City Manager Sangiacomo stated this area is not paved. 12 13 Member Jordan stated residents should be informed about this issue before a no parking 14 decision is made. 15 16 Member Taylor stated he will have an officer check area to see who is parking there. 17 18 Assistant City Manager Sangiacomo stated the property owner in the very last house is the 19 one who asked for no overnight parking,. He .is not trying to prevent daytime parking. This area 20 looks like it is being used as employee daytime parking. 21 22 M /S: Taylor /Jordan will have CSO investigate and come back with suggestions at a future 23 meeting.
