23 Vice -Chair Baxter called the Traffic Engineering Committee meeting to order at 3:00 p.m.

34 4a. Discussion and Possible Action Regarding Vehicle Parking along Mill Street and Carolyn Street
35 (report attached)

37 Member Seanor commented that the item is regarding parking along Mill Street and Carolyn Street and
38 this item was discussed May 6, 2011. The report and minutes are included. The red curb was extended
39 from the corner at that time. He also commented that there is an ordinance prohibiting vehicles over
40 11,000 pounds to park in a residential neighborhood.

42 Glen Donalson gave public comment and said that he uses Mill Street instead of Gobbi Street as it is less
43 busy and there is a signal to allow for easier crossing of State Street to the East. He has noticed that a
44 truck and trailer both park on the street and are 8 feet wide and vehicles commonly cross the center line to
45 pass the truck and trailer. The owner of the trailer had been asked to move the trailer and has done so but
46 the truck is still too wide and creates a hazard.

48 Member Whitaker brought photos from this morning to show the committee where vehicles were parked.
49 He also commented that if the vehicle owner on the south side of the street is required to move his vehicle,
50 the owner of the vehicle on the north side should be required to move theirs as well.

5' j Member Taylor commented that when this item was heard in May the owner was present and he moved it
5s to Mill Street from Carolyn Street because residents on Carolyn Street complained about it being located

4 Glen Donalson commented that the ordinance should reflective of the width of the street and not
5 necessarily the height.

10 4b. Discussion and Possible Action request for no parking zone at 432 Observatory Avenue (report
11 attached)

13 Member Seanor presented the item requesting no parking adjacent to 432 Observatory Avenue as it
14 inhibits sight distance for pedestrians crossing Observatory Street.

16 Member Whitaker asked what time the school lets out. Martin Bradley said it varies depending on which
17 activities are occurring each day.

19 Martin Bradley requested 10 feet of white curb and 20 feet of red curb on either side of the driveway or a
20 24- minute zone. He also commented that if a curb is red, white or green, it may be enough of a deterrent
21 to keep people from parking there long term.

23 Member Whitaker commented that he felt 30 feet would be more appropriate and that white curbs are for
24 passenger loading zones.

26 Member Taylor asked if it would be better to wait until the park project is finished to see how much it is
27 utilized.

20 } Member Bradley said that if it weren't being used for its current use this probably would not be an issue.

31 Member Kageyama commented he would be more supportive of having red curb so people know not to
32 park there.

34 Member Jordan asked what distance Mr. Bradley would prefer and he said he would be willing to try 6 feet
35 and see how it worked.

44 5a. Discussion and Possible Action Regarding Speeding Vehicles along West Standley Street

47 Member Seanor presented the item and said he received a request from a resident on West Standley
48 regarding speeding vehicles. He included the recent speed zone study and that the 25 mph limit is
49 appropriate.

51 Member Taylor said he would put it on the directed enforcement list. The committee agreed by consensus.
