CALL TO ORDER 24 Member Lamp! called the Traffic Engineering Committee meeting to order at 3:04 p.m. 25 2' 2. APPROVAL OF MINUTES - January 8, 2013 2' 28 M/S Taylor/Whitaker to approve the minutes of January 8, 2013, as presented. Motion carried by an all 29 AYE voice vote. 30 31 3. AUDIENCE COMMENTS ON NON - AGENDA ITEMS 32 33 4. OLD BUSINESS 34 35 4a. Discussion and Possible Action Regarding request for perpendicular parking at 798 South 36 Spring Street (report attached) 37 38 Member Seanor presented the item as received from Darca Nicholson. Attached to the report is the 39 request as well as photos of the area. Member Seanor stated that is it possible to park a vehicle within 18 40 inches of the curb as required by the vehicle code. When a pickup is parked perpendicular there, it 41 reduces the sidewalk width to a point where ADA access is not available 42 43 Darca Nicholson commented that she appreciated Member Taylor's attentiveness and prompt reply to her 44 communication through email. 45 4 r 11 Member Seanor also commented that it may restrict access for fire and ambulance vehicles. 4 ) 48 Member Whitaker commented that it would restrict access for he street sweeper. 49 50 Darca Nicholson brought photos for the committee to see. She provided history on the property and the 51 neighborhood. In the past there was no parallel parking and all vehicles pulled nose in according to Ms. 5' 1 Nicholson. There has been a fire in the past in the neighborhood and fire trucks were able to access the 5':. area. Terry Gross commented that the past itself says there have not been any issues in the past years. She also commented that she was able to park her car in the curved area and there is still about 50 feet of street behind her and it will not obscure the view. In addition the vehicle code does allow for angle parking. Darca Nicholson commented that her email communication with Member Taylor was exquisite and he was very timely in his replies and deserves a raise. Jonathan Middlebrook commented that in order to get close to 18 inches he has to drive his front wheel on the curb. If the street sweeper comes by it will still be able to sweep the same amount of area as it would with parallel parking. On Mendocino Avenue cars park perpendicular as presented in the photo. On Mendocino Avenue there is a white line painted on the street to help people to know when they are out of the lane of traffic. Darca Nicholson also commented that she has gardeners who are meticulous about picking up her leaves. Susan Knopf commented that she had never seen leaf accumulation at Ms. Nicholson's home. She also inquired if there was an access problem in the past. She also commented that it is very difficult to parallel park given the angle of the street Member Taylor asked how many vehicles would park there perpendicular Darca Nicholson said not more than 4 at a time was her best guess and overnight usually 2 vehicles. Member Taylor commented that back in the 1990's the Fire Department and the Public Works Department received complaints of people parking perpendicular in neighborhoods with cul -de -sacs. The 18 inch . section of the vehicle code states that the right tire has to be 18 inches from the curb. In downtown, both front wheels have to be 18 inches from the curb. Secondly, there are many other cul -de -sacs in town which are much larger. The revenue generated from tickets in residential areas is minimal. Member Taylor asked if the committee could take action or if City Council would have to. Member Seanor thought it would have to be a designated ordinance to amend the existing code. He also commented at looking at painting a line on the street and designating parking spots see what it would look like.. Member Seanor commented that he would like to review the subdivision map to see if the City is responsible for maintaining the cul -de -sac. He also said that he wouldn't recommend bumpers in the street. Member Kageyama commented that if parking spaces were painted a line could be painted on the front of the spot so assist in the visual of parking and not hanging the front of a vehicle over the sidewalk. Member Jordan commented that she does not see the need to park perpendicular as there is plenty of parking in the neighborhood or home owners can park in their own driveway and that is sets a bad precedent for the rest of community and if the committee addresses this issue it should address all issues in town. Member Taylor commented that he would also like to see the issue dealt with city -wide and the criteria that would need developed is tremendous. Motion carried with an all AYE vote of the committee. 5. NEW BUSINESS None 6. COMMITTEE MEMBER REPORTS Member Taylor would like to add an agenda item for the next meeting on Commerce Drive in regards to the no parking overnight signs. 7. MISCELLANEOUS ITEMS 8.
