Members Present Steve Turner, Chair Dan Baxter, MTA, Vice -Chair Rick Seanor, Staff Jerry Whitaker, Staff Ben Kageyama, Staff John Lampi, Public Representative Trent Taylor, UPD Members Absent Kim Jordan, Staff Others Present Jim Dowcett, Representative for First Church of Christ, Scientist Staff Present Jarod Thiele, Recording Secretary 1. CALL TO.ORDER:3:04 pm M /S: Turner /Seanor to call the meeting to order. Motion was carried by an all AYE vote. 2. APPROVAL OF MINUTES: 3:05 pm M /S: Lampi / Kageyama to approve the minutes of November 9, 2010. Motion was carried by an all AYE vote. 3. AUDIENCE COMMENTS ON NON - AGENDA ITEMS: The Traffic Engineering Committee welcomes input from the audience. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than 10 minutes per subject. The Brown Act regulations do not allow action to be taken on non - agenda items. 4. OLD BUSINESS: 3:05pm 5. NEW BUSINESS: 3:05 pm a. Discussion and Possible Action Regarding a Yellow Loading Zone on Church Street at South Oak Street. (Report attached) Jim Dowcett guest, was present representing First church of Christ Scientist. Member Seanor presented the item. Guest Dowcett commented that the loading zone was a fallback to the original plan of having a designated parking spot for the church members and staff. Sunday morning and Wednesday evening are days of service. Member Taylor commented that there is TEC 2/08/11 Page 1 of 2 no longer permit parking on that section of Oak Street. After discussion and reference of city code, it was acknowledged that a loading zone would not accomplish their wishes as loading >: zones are only in effect Monday through Friday from 7 am to 6 pm. Since church services are held in the evening and on the weekend, the loading zone would not be effective. M /S: - Taylor /Lampi to not allow a loading zone on- Church Street at South Oak due to its ineffectiveness at the hours needed. Motion was carried by an all AYE voice vote. b. Discussion and Possible Action Regarding a Yellow Loading Zone on Oak Manor Drive at Well #8. (Report attached) Member Seanor presented the item. Discussion was minimal and acknowledged the City's need for a loading zone as the well requires delivery of sensitive chemicals of substantial weight. M /S: Whitaker / Seanor to approve the recommended action. Motion was carried be an all AYE voice vote. 6. COMMITTEE MEMBER REPORTS: 3:33 pm Chair Turner likes the new bridge at Gobbi /Oak Manor /Babcock and was impressed with the City's efforts. Member Kageyama commented that the County is looking to improve the traffic conditions at Empire/ Kuki Lane and North State Street but is in the planning phase so it may be a while 7. MISCELLANEOUS ITEMS: 3:42 pm Member Taylor commented that people are picking up speed on Brush Street and action may be needed at some point. 8. ADJOURNMENT: 3:45 pm M /S: Turner /Baxter to adjourn.
