The Tollowing surveying, mapping, and right-of-way services will be provided by GHD and Sunieying Subconsultanc, as indicated in individual subtasks Data and records research services v��ill be performed to support Project design surveys, topographic mapping, locaiion or boundaries, and production of the Record of Survey Map. Topographic mapping services will consist of the actual production of the base maps, based on compilaiion of data obtained from the aerial nhotography and from fhe field surveys. All topographic mapping will be prepared using imperial units. (Vlapping vvill be provided at a 120 scale with 1-�ooi contour intervals, per Caltrans Specifications. , . - � , , , s A Preliminary Record of Survey will be prepared and submifted to ehe Mendocino Couniy Surveyor, encompassing all componenis of the Project (southbound off-ramp and Talmage Road). The preliminary map will remain on file during the course of project construction, and will be replaced with a final version wifhin one year of project completion. Services to be performed include production of fhe map, plan ch�ck processing, and recordation of the map. Payment of the County's plan check and recordation fees are included in this task. Task Group 4�0 � Geotech�i�al anc! Hazardous 1lllate��als Services The following geotechnical services will be provided by Geotechnical Subconsultant. _ ._ �� � . .- ... _ � - - �_. In addition, permission will be obtained from the necessary parties to conduct field invesiigations on properties where fieldwork will encroach onto properties that may require prior notification(s) and approval from the applicable landowners, the City or Ukiah and/or the County of Mendocino. - _ .. Borings will be used to assess the properties of in- situ subgrade soils (R-value) and 4o evaluaYe the potential for adverse condifions such as soft soils or high groundwater. R-values will be used for pavement section design for on-and off-ramps and Talmage Road. In addition, one soil boring will be drilled up to approximately 25 feet in depih for the proposed southbound off-ramp design. This task also includes ihe geotechnical investigation for a retaining wall to facilitate widening of Talmage Road It is assumed that the retaining wall will be in the range of 4 feet to 8 feet hioh and 80 feet to 140 feei± lono. Field geotechnical invesiioations v�!ill include two borings to depths ofi 30 feeY, laborstory tesfing, and a report section to the geoYechnical report. An inifial review of the Staie of California Mines and Geology map (Geologic Ailas of California-Ukiah Sheet, 1960) for the specific project area was conduc'red to identify past geoloaic records and assess ine i potential to encounter hazardous materials. Our review of these records indicaies the project lies in , receni alluvium and River ierrace deposiis. A separate review of ihe State of California GeoTracker ' database`ror environmenfal cleanup sites (leaking underground storage tanks) in the immediate vicinity of the project area identified one closed site wiihin the project area, Triple S Tire Center and is located at 550 Talmage and was closed in 1993. Groundwater flow is to the east towards ihe Russian river located approximately Y=-mile away. Based on ihe data base research, GHD will collect two(2) soil samples from the capillary zone from two geotechnical borings bcated along Talmage Road and down-gradient of the Triple S Tire Center site. Samples will be submitced to and analyzed by a State-certified laboratory for Total Petroleum Hydrocarbons calculated as gasoline and dlesel by EPA Method 8015 modified and benzene, toluene, ethyl benzene and total xylenes (BTEX) by EPA Method 8260B and total lead by EPA Method 7421. Additional samples will be collecYed from c�ifferent depth intervals in each geotechnical boring and retained for possible follow-up analyses, if necessary. GHD will be present during the drilling for the geotechnical invesiigation, field screening drill cutfings for oiher hazardous materials that may be present by observiny any unusual discoloraiion in Yhe soils, odors and by using a photoionization detector(PID). GND will address CaRrans requirements ihrough the collection oi soil samples for uerial deposited lead in the State righi-or-evay along State Highwa.y 909 and subsurra.ce soils along Talmage Road west of State Highway 101, As required, soil sampling and analyticGl testing for iotal lead (aerial deposited) and pH will be performed along an approximafe 2,000-`root seciion of the Caltrans right-of-�Nay ior ihe southbound on- Gnd off-ramps and clover leaf area west of Stzte Highway 101. In accordance with Caltrans guidellnes, soil samples collected fo� leacl and pH tesfing will be obtained from ten (10) locaiions along the proposed excavation and grading areas. Samples will be submitted to and analyzed by a State-certified laboratory for total lead concenfration using EPA Test Method 74�21. Four(A) of these soil samples will be analyzed for pH using EPA Test Meihod 9045A. A written report will be prepared under the direction of a Regisiered Civil and Geotechnical Englneer. A section will be included in the geotechnical report for the project to describe conditions encountered and provide design parameters for the wall, including maximum design bearing pressure, at-rest and active pressures, and passive pressure, � as well as recommendations ror subsurface and surface drainage around the wall. Bid phase services, including preparing notice to bid, attending pre-bid meeting, addenda, response to questions, and confirmed construction documents. 21. Construction-phase engineering services, including construction management, resident engineering, inspection, and preparation of Record Drawings. Exclusions The following services are excluded from the scope of services to be provided by GHD under this Agreement. 1. All work involved in preparing and obtaining cooperative agreements and approval of cooperative agreementa 2. Any services associated with the identification, handling, containment, abatement, disposal, or in I any other respect related to asbestos or hazardous materials, except the specific services stated i in this scope of services to under Task Group 4. I Services to be Provided by City The City of Ukiah will: 1. Provide access rights to all portions of the Project site, as necessary for base mapping, design of the project, and all associated investigations, including but not limited to hazardous materials surveys associated with the Project. i 2. Furnish to GHD for use on this project copies of all available previous studies, reports, ordinances, surveys, drawings, existing maps, and utility information applicable to the Project. 3. GHD shall be entitled to rely upon the accuracy of data and information provided by the City or others without independent review or evaluation. 4. Review and provide comments on submittals provided by GHD. 5. Except as specifically stated otherwise herein, act as Applicant and pay all fees: a. For all required permits, and b. Associated with surveying and mapping activities. � 6. Provide for use by GHD current Preliminary Title Reports for all affected properties. I, 7. Pay alI fees, except as specifically stated herein to be included in Basic Services. I 8. Provide all required right-of-way appraisal and acquisition services. I 9. Prepare and issue all required Notices to Relocate existing utility facilities. I Said services are not included within the Scope of Services to be provided by GHD under this Agreement. i , Assumptions � This Scope of Services relies upon certain mutual assumptions, based upon the infortnation available at ! the time of execution of the Agreement. Should these assumptions subsequently be found changed or ' othenvise invalid, the terms of this Agreement, including the scope, schedule, and terms of �I compensation, shall be modified accordingly by mutual Agreement. The following mutual assumptions are essential elements of this Agreement: . Deliverables will be subject to review by the City of Ukiah and Caltrans, and except as otherwise stated herein, will be prepared in accordance with the applicable requirements of each in effect at the time of execution of this Agreement. . Due to the magnitude and nature of the Project, the number of agencies with approval authority over the Project, and the length of time necessarily required to accomplish the Project in accordance with the Caltrans project development process and other regulatory requirements applicable to the Project, it is anticipated that significant changes to the Project or its approval process may occur during the life of the Project, necessitating corresponding changes in the � services required to accomplish the Project. Changes to the Project may result from changes in policy by governing or reviewing agencies, in response to public comments, and other causes which cannot reasonably be foreseen at this time. Changes to the approval process or requirements may result from new or revised Iegislation by a number of governing bodies, or new or revised regulations promulgated by a number or regulatory agencies. It is recognized that should significant changes to the Project or its approval process occur which could not have been foreseen at the time of execution of this Agreement, the scope, schedule, and/or compensation for services to be provided under this Agreement shall be modified accordingly. . Utility facilities and utility easements will be accurately located and marked in the field by the respective utility owners prior to commencement of geotechnical explorations. . It is assumed that the soils encountered in the borings for the retaining wall on Talmage Road will not have significant depths of strata subject to liquefaction. If weak soils are encountered (i.e., standard blow count lower than 7 blows per foot) for any significant depth, additional work may be necessary to determine the effect of seismic forces on the wall and/or fill, as it may cause lurching, seismic consolidation, or liquefaction with resultant differential settlement. • The retaining wall design on Talmage Road will require Caltrans design approval. . The retaining wall on Talmage Road will be constructed of standard Caltrans-style cast-in-place concrete and will no[require aesthetic fascia.
