Currently the City disposes of treated effluent to the Russian River during winter months and to percolation ponds during summer months. II As part of developing the Report of Waste Discharge, Consultant prepared a Plan of Disposal and an � Ammonia lnfeasibility Study. The Plan of Disposal recommends that the City begin development of a recycled water program in order to increase the reliability of its overall disposal system and to support an increase in its allowable wintertime discharge rate from one percent of Russian River flow to fve percent of Russian River flow. The Ammonia lnfeasibility Study documents a series of steps that the City will take to bring its effluent into compliance with new permit limits for ammonia and nitrate. Complying with permit limits is necessary to allow the City to continue its current operation and to increase its allowable I winteRlme discharge rate. The recommended steps and compliance schedule have been incorporated in a Cease and Desist Order(CDO) issued by the Regional Board to the City. The CDO provides the City with the advantage of interim limits for ammonia and nitrate that are consistent with current plant , performance. This scope of work is intended to address steps 2, 3 and 4 in the City's compliance schedule as imposed by the CDO. These steps are summarized in Table 1 below. This evaluation will include a , comparison of alternative technologies, development of ranking criteria, and a recommendation for a preferred altemative to achieve compliance with ammonia and nitrate of operational modifications and offsets are unsuccessful. � Task 1 -Project Kickoff The Consultant will organize a kick-off meeting to: o Conf rm data needs and the status of any data requests; o Receive input from engineering, and operations and maintenance personnel; , Clearly def ne all project goals, expectations, potential outcomes and relationship of the outcomes to the compliance schedule; and Defne roles and responsibilities, and confirm schedule, budgets, and quality assurance activities. I — — — — — - � � '� _ _ _.._ _ _ , - - - _ _ _ _ . �, �I �� � The Consultant will prepare a project workplan that summarizes the scope, schedule, budget, quality � control processes and contact information for the team. The workplan will be distributed to all members of the City's team and the Consultant's team. Deliverables: Agenda, Meeting Minutes and Project Workplan i Task 2—Compi�e and Analyze Available Data � This task will result in a compiled and summarized workbook of existing plant performance data which will augment the data collected through the enhanced monitoring program described in Task 3. While the Consultant has the plans, technical memoranda, and reports prepared for the City's most recent improvement project. the Consultant will need additional information including: o Monthly monitoring and reporting data to the Regional Board since completion of the improvement project o Solids handling data since completion of the improvement project; I�� . Data on trickling filter and solids contact tank operations � o Design Criteria for all unit operetions i Also, it is understood that the Contract Drawings from the most recent upgrade are not in as-built li condition but that documentation of changes made during construction does exist The Consultant will I review the documents for major changes in yard piping and the placement of structures, mechanical systems and piping, in order to confirm understanding of the plant operations. As part of this task, the Consultant will visit the City's WNlfP to record observations, take measurements, �' gather field data, and interview the plant staff. Consultant will note any process modifcations made by the plant staff, which are not reflected in the as-built drawings as well as the visual quality of the influent, I, primary effluent, activated sludge clarifier floc, effluent, and sludge streams. The most important part of this task will be the discussions with the plant staff. It is one of the project I goals to work closely with the operations staff to identify limitations in the current facilities, develop operational modifications that will facilitate permit compliance and, if necessary, design modifications that allow for permit compliance while facilitating operation and maintenance. Information the Consultant will seek to obtain input on from the staff includes: Normal operating procedures „ Wet weather operating procedures i I ., Field modifcations from plans II _ Sampling and laboratory procedures. ! Information gathered as part of this task will allow the Consultant to assess the condition and nutrient I, reduction capability of the existing treatment facilities, as well as identify deficiencies in unit processes and their impact on the rest of the treatment plant. Particular focus will be given to the trickling f Iters to identify potential upgrades or modifcations that could be made to the units to promote a nitrifying mode of operation. which should allow for compliance with the ammonia limits in the permit. I ii I � �, `� Once this information is collected, available operating data and facility information will be analyzed and used to support the development of the design criteria for the process models and alternative analysis. Upon completion of the data analysis and field review, Consultant will develop a technical memorandum which outlines: • A summary of the existing plant performance data • Existing process modifcations or existing practices that are detrimental to the VWVfP's ability to remove nitrogen efficiently and; • Recommended corrective measures. City will be responsible for making recommended corrections prior to implementation of the enhanced monitoring program. Deliverable: Technical memorandum on Initial Data Analysis and Recommended Corrective I Measures Task 3—Develop and Execute Enhanced Monitoring Program I , This task involves developing and executing a sampling program which results in an enhanced data set that can be used to analyze current performance of the WNlfP and to develop alternatives for operational i modifications and process optimization. While the City has collected extensive intemal process data for process control, recent split sampling revealed significant differences between City data and lab data with respect to nitrogen compounds which are difficult to analyze in-house. This three-week enhanced monitoring program wiil, include samples at key points in the process and utilize a certifed lab for ' analysis of nitrogen data � This task includes the installation, calibration and maintenance of temporary meters and composite samplers as illustrated in Figure 1. The Consultant shall be responsible for the rental, installation, maintenance and removal of temporary equipment. The City will be responsible for collecting and delivering samples to the laboratory. The City will also cover lab costs. The Consultant will visit the site as necessary during the monitoring period, will review the first split sample's monitoring results for nitrogen species and will work closely with the City to defne and implement any required refinements. The Consultant will compile and analyze the newly collected data in i the same format that was used for the existing data analysis. The Consultant will summarize the results of I the enhanced monitoring program a technical memorandum for review by the City and the Regional ' Board. The technical memorandum will be finalized after the workshop described in Task 4. Deliverables: Draft and final technical memorandum on Monitoring Program Data and Results i , Task 4—Monitoring Data Review Workshop II � This informal "workshop"will include a review of the data collected and analyzed and a review of the �, current and past plant operational methods with the City. The goal of this meeting will be to obtain consensus from the entire staff on our understanding of the existing treatment facilities operation, so that ' the Consultant can move forward with the additional projects tasks with assurance of a good � � understanding of the current process controls and operation. i, Deliverables: Agenda and Meeting Minutes II I - I' E� �- � - � � -�.�: � � �, � `� Task 5-Prepare Pollution Prevention Plan Based on the data and information gathered under previous tasks, Consultant will prepare the required Pollution Prevention Plan (PPP)which will outline activities that can be used to reduce ammonia and nitrate loading to the Russian River during the compliance period. At a minimum, the PPP will include use of the City-owned reclamation f eld when possible to reduce the need for discharges. Other actions or process modifications that can be accomplished, without signifcant capital improvements, will also be described. Deliverable: Pollution Prevention Plan Task 6-Create Preliminary Models to Investigate Operetional Modifications Based on the data and information gathered under previous tasks, a preliminary process model will be � developed for the City's WWTP. The Consultant typically uses EnviroSim's BioWin�(Version 3.1) Process Simulator computer modeling software to develop kinetic-based models of the biological process. In this case, the Consultant will also be employing proprietary spreadsheet models to simulate the fixed film kinetics of the trickling flters as BioWin and other similar models do not simulate trickling � flters as effectively. The models will be calibrated to the operation of the existing treatment facility under multiple loading conditions. Typical wet weather and dry weather flows, loadings, and operational mode data collected in earlier tasks will be input in the model, simulated and used for calibration. The preliminary model will be calibrated based on the existing data so that it can be used to model potential process control changes and their impact on biological nutrient removal and overall effluent nutrient concentrations. Both potential operational modifcations and process optimization opportunities I will be investigated initially, and the results of these preliminary models will be documented in a technical j memorandum. This technical memorandum will be fnalized after the workshop described in Task 7. Deliverable: Dreft and final technical memorandum on Preliminary Model Results I Task 7 - Preliminary Model Result Workshop ' This informal "workshop"will indude a review of the results of the resWts presented in the technical 'I memorandum prepared in Task 6 induding preliminary modeling of operational modifications and process optimization, and a presentation on how effective these measures may be at reducing overall nutrient � concentrations. This task represents a decision point along the City's compliance schedule pathway. If the preliminary I modeling efforts indicate that the City can reliably achieve compliance with fnal efFluent limitations for �. ammonia and nitrate, with process modification activities, the ConsWtant will describe this these activities I and an implementation and monitoring plan in the Preliminary Assessment Report, prepared under Task 12. If the preliminary modeling efforts indicate that the operational modifcations and process optimization efforts are not suffcient to reliably achieve compliance with final effluent limitations for ammonia and nitrate, then the Consultant will undertake Tasks 8 through 11 to investigate additional alternatives for achieving final compliance. The Consultant will not proceed with Tasks 8 through 11 until completion of this workshop. Deliverables: Meeting Agenda and Minutes , Task 8- Identify Nutrient Offset Alternatives for Initial Consideretion I � If the preliminary modeling efforts indicate that the operetional modifications and process optimization �, efforts are not sufficient to reliably achieve compliance with fnal effluent limitations for ammonia and I I I . ---- - - — - - . —_� __ _ _ - I ^ � nitrate, then the Consultant will develop an initial list of nutrient offset projects that could be"traded"for nitrate loading from City's discharge. The Consultant will prepare a draft technical memorandum that discusses the initial alternatives and recommended offset program for review by the City and Regional Board. This task represents a second decision point along the City's compliance schedule pathway. If the Regional Board concurs that an offset program will allow the City to reliably achieve water quality goals, then the Consultant will describe these activities and an implementation and monitoring plan in the Preliminary Assessment Report, prepared under Task 12. If the offset program is not acceptable to the Regional Board, the Consultant will undertake Tasks 9 through 11 to investigate additional alternatives for achieving final compliance. j Deliverable: Draft and final technical memorandum on Nutrient Offset Program Task 9—Identify Nutrient Removal Alternatives for Initial Consideretion � If operational modifcations, process optimization and nutrient offset efforts are not sufficient to reliably II achieve compliance with final effluent limitations for ammonia and nitrate, then the Consultant will develop � an initial list of alternative biological nutrient removal (BNR) processes and/or additional infrastructure or that could potentially be constructed to achieve the nutrient removal goals for this facility. j Consultant will prepare a draft technical memorandum that discusses the initial alternatives for review by I the City and Regional Board. The technical memorandum will be finalized after the workshop described in I Task 10. I Deliverable: Dreft and final technical memorandum on Nutrient Removal Alternatives I Task 10 — Biological Nutrient Removal Alternatives Workshop I This informal "workshop"will include a review of the initial list of alternative BNR processes and I infrastructure upgrades presented in the technical memorandum. Following a PowerPoint presentation ! summarizing the technical memorandum, open discussion regarding the alternatives will be encouraged with a goal of narrowing the initial list of altematives down to a short-list of three to four potential ' alternatives that warrant detailed evaluation. All discussions from this meeting will be documented in meeting minutes and distributed to the entire project team. Deliverables: Agenda and Meeting Minutes Task 11 —Complete Preliminary Evaluation A preliminary evaluation will be conducted for each of the short-listed altematives, and a comparison of I the short-listed alternatives will be made. For each alternative, this evaluation will indude preparation of preliminary: o Design criteria l o Process flow schematics o Site plans , o Preliminary computer process simulation models j I I — — — — — — J -. ,_ .. _ .. . _ m ,__ , .. . _ - �� `� o Capital, O&M, and life cycle cost estimates. The preliminary process simulation models for the existing facility will be refined and modified for each of the proposed alternatives selected for further evaluation. In some cases, the Consultant's modeling results may be compared with models prepared by equipment system providers, such as manufacturers of patented process systems and denitrifcation flters. Running the Consultant's models in addition to the manufacturer's models will help maintain a fair comparison between the various alternatives for nutrient removal. Based on the evaluation conducted, a preliminary recommendation will be made. Work will be summarized in a technical memorandum for review by the City and Regional Board. Review comments � on the technical memorandum will be incorporated into the Preliminary Assessment Report prepared under Task 12. I Deliverable: Draft technical memorandum � Task 12—Preliminary Assessment Report The Consultant will prepare and deliver a draft Preliminary Assessment Report which summarizes all tasks completed as paR of this evaluation. The Preliminary Assessment Report will include: i c A description of existing treatment process and operation o A summary of data collected to date including available plant monitoring data and the information collected as part of the enhanced monitoring effort � , An evaluation of the current�MNTF performance with respect to ammonia and nitrate I .. An evaluation of the potential for operational modifications to achieve desired level of ammonia conversion and nitrate removal together with a recommended plan for implementing this modifications. Based on the results of the analysis, the Performance Assessment Report may also include: o An evaluation of a nutrient offset program o Preliminary identification and screening of additional process infrastructure that could achieve the desired nitrogen removal o A feasibility level analysis for the top three to four nitrogen removal alternatives including comparison of alternatives technologies, development of ranking criteria and a recommendation of the preferred alternative o A recommended plan for implementation if additional process infrastructure is recommended. A draft Preliminary Assessment Report will be prepared for review by the City and Regional Board. Comments received will be incorporated into the Report.
