Re: Green Valley — The Firm to Bring Experienced and Responsive Construction Management and Inspection Services to
the City of Ukiah for the Gobbi and State Street Improvements
Dear Rick.
' Thank you for giving us an opportuniry to submit our qualifications for construction managemenVinspection services associated with
the City of Ukiah's Gobbi and State Street Streets Intersection Improvements Projed(Project). Green Valley has enjoyed working with
, the Ciry of Ukiah on recent projects such as the Perkins and Orchard Street Improvement Project and would greatly appreciate an
opportuniry to further our relationship!
A firm that has a vested interest in the Ukiah community, with over 1/4 of our staff having residence in the immediate Ukiah area and ,
' as evidenced by our numerous charitable contributions to local non-profits, we feel that we are well suited to providing responsive and
expenenced staff. Our award wimmg Construction Management and Inspection team descnbed herein can bring your project:
- Decades of experience working on urban, transportation infrastructure improvements with various funding mechanisms
, induding Caltrans Local Assistance, RDA and EDA and Prop. 1 B
Experience working for both public agencies and Contractors, which is invaluable when negotiating change orders and
keeping a project on-time and within budget
In-depth knowledge of both Caltrans' and Ukiah's traffic control policies, standards and procedures, and "paperwork"
' requirements, as well as extensive traffic signal experience '
Unmatched communication skills and techniques that have eamed the accolades ot residents, businesses, City staff and
Contractors alike
' Leading your Green Valley Construdion Management Team will be veteran Construction Manager Gene Harris. Gene Harris has lived
locally in Potter Valley for 31 years and worked for Mendocino Counry Public Works for i t years. He is extremely familiar with local
issues, environmental requirements, governmental regulations, property owner concems and State and local standardz. Our proposed
' construction inspector will be Rich Gordon, who has worked side by side with Gene for the last 8 years most recently on the Perkins
and Orchard Streets projed. Both Gene and Rich are up to speed on the City's standards and would offer the City the benefit of
experience, cost competiveness and zero learning curve!
' More importantly, with both Gene and Rich living very near the project site, it allows us the ability to oversee the project on a !
combined ful6time and part-time basis, which will help to reduce construction administration cosu but at the same time ensure
complete oversight of the project. We do not believe that the scope of the work will require 80 days of full-time inspection and
accordingly, have estimated inspection time at 60 days of full-time and 20 days of parttime. There will be a long lead time to order
' traffic signal equipment and the installation will go fairly quickly. With the higher bids that came in, we know that the City will be ,
looking for cost savings at every opportunity.
I( requested by the City, we will utilize the testing for this project with RGH and Associates. RGH is certified by the State of California '
(Caltrans)to provide Independent Assurance testing. We have not Included a fee at this time il
Again, thank you for the opportunity! This proposal is binding for 30 days. Should you have any questions regarding our proposal,
please contact me directly at 707.579.0385 or on my cell phone at 707.326.5620.
' Sincerely,
, 1.
