Re: Annual Cal Trans Aero Grant Request
Each year Ukiah Municipal Airport is eligible for $10,000.00
grant from Cal Trans Division of Aeronautics. These funds
are available after completing the California Aid to Airports
Program Request (DOA-0009), and the California Aid to
Airport Program Certification Documents (DOA-0007).
These documents must be signed and dated by the City
Manager, Finance Director, and Airport Manager. Attached
are the above mentioned documents filled out and signed by
myself. The DOA-0009 needs the Finance Director
signature, and the DOA-0007 needs the City Manager and
the Finance Director signature.
' Due to some State issues some of the funds available to the
Ukiah Airport had been had not made available in that fiscal
year. We are however able to request these funds now. We
are requesting funds for fiscal years 2009/2010, 2010/2011 ,
and 2011/2012 in the amount of $30,000. The funds for
fiscal year 2012/2013 have not yet become available.

I Eligible Projects for State Funding
The items in[his list(a-q)can be funded with Annua!Granfs and A&D grants. Descriptions in[his
list have been shortened from the relevant laws and regulations. For AIP Matching,the State can
provide its 5%match(effective May 24, 2012)for any type of project as long as its primary benefit is
for general aviation(GA)and the project is induded in the State's Capital Improvement Plan(CIP).
a. Obstruction RemovaL Removal of obstructions from runway safety areas, RPZs or approach
surfaces,and the other imaginary surfaces, if they have been determined by the FAA or the
Department to be a hazard.
b. Radios. Aviation radio equipment and facilities.
c. Land. Acquisition of land and avigation easements.
, d. Lighfing. Purchase and insta]lation of runway, taxiway, boundary,or obstruction lights,with �
directly related electrical equipment,to meet general nviation needs.
e. Fencing. Minimum security fencing around the perimeter of an airport,for genera!aviation
purposes.
f. Transient Parkiug. Construction/reconstruction of transient general aviation airctaft parking
areas.
g. Bond Service. Servicing of revenue or general obligation bonds that have been issued to �
finance airport capital improvements.
h. Navaids. Air navigation aids i�cluding rotating beacons, runway end identifier lights, and
localizer transmitters.
i. Airport marking systems such as segmented circles, wind socks,traffic pattern indicators, �
and wind tees. �
j. Noise monitoring equipment to mee[genern!aviation needs. �
k. Project Services. Engineering for eligible construction projects; appraisal and escrow fees for
land acquisition.
I. Runways and Taxiways. Conshuction and reconstruction.
m. Service roads that are not open to the public.
n. Surfacir.g of runways,taxi�,�ays,aad aircrafr parking areas to GA standards.
o. Water supp�y and sanitary disposat systems for airport use.
p. Master plans and airport layout plans.
q. Comprehensive Land Use Plan(CLUP). Activities of an airport land use commission
(ALliC)to prepare or update a CLUP.

I The following can be funded with Annual Grants but not with A&D grants:
(a)Operation and maintenance(wages(salaries, utilities,service vehicles, and all other noncapital
expenditures), (b)GA fueling facilities, (c)Restrooms/showers, and(d)GA airplane wash racks.

maintained in accordance with, Sections 21680 through 21688 of the California Public Utilities Code
(PUC) and the CAAP Regulations found in Title 21 of the California Code of Regulations, Division
2.5, Chapter 4. ��
1. This airport meets the Permit and Funding Requirements of CAAP Section 4056.
2. The Public Entity has control over airport operations under rules, regulations, or operating
procedures adopted by Ordinance or Resolution # 9s-os dated 8/o�n997 per
CAAP Section 4057.
3. Required airport surfaces for all usable runways are protected in accordance with the I
provisions of PUC Section 21688 and CAAP Section 4058. ,
4. The above airport is designated by the Federal Aviation Administration as
General Aviation (Select One: Reliever, Commercial Service, General '
Aviation, or Non-NPIAS) [PUC Section 21682(b)].
5. Current Airport Layout Plan dated 09i0�/2005 is on file with the Division of Aeronautics
(Information only: not a requirement for eligibility certification).
