4. APPROVAL OF MINUTES
The minutes from the April 10 and April 24, 2013 meetings will be available for review
and approval at the May 22, 2013 meeting.
5. COMMENTS FROM AUDIENCE ON NON-AGENDA ITEMS
The Planning Commission welcomes input from the audience. In order for everyone to
be heard, please limit your comments to three (3) minutes per person and not more
than ten (10) minutes per subject. The Brown Act regulations do not allow action to be
taken on audience comments.
6. APPEAL PROCESS
All determinations of the Planning Commission regarding major discretionary planning
permits are final unless a written appeal, stating the reasons for the appeal, is filed with
the City Clerk within ten (10) days of the date the decision was made. An interested
party may appeal only if he or she appeared and stated his or her position during the
hearing on the decision from which the appeal is taken. For items on this agenda, the
appeal must be received by May 20, 2013 at 5:00 p.m.

9. PRESENTATION
A. Mendocino County Public Health Presentation on the Relationship
between Greenhouse Gas Emissions and Public Health. Mendocino County
Public Health presentation on the relationship between greenhouse gas emissions
reduction methods and improved health of the community. This presentation is a
follow-up to the City of Ukiah Municipal and Community Greenhouse Gas Emissions
(GHG) and Climate Action Plan (CAP) workshop held on April 24t". This presentation
addresses the relationship between GHG emissions, CAP strategies, and impacts on
public health.

10. OLD BUSINESS
A. Verizon Wireless Use Permit and Site Development Permit Condition
Compliance, 1200 Hastings Road (Elks Lodge). On October 24, 2012, Planning
Commission approved a Use Permit and Site Development Permit to allow the
construction and operation of a wireless telecommunications facility (WTF) with a
tree-pole design for Verizon Wireless. The Planning Commission conditions of
approval require the design and details for the tree-pole to return to Planning
Commission for review and approval. The applicant has submitted the required
plans and details from Planning Commission review and consideration. Please
Note: The appeal period for the approval of the Use Permit and Site Development
Permit has expired. The scope of the public meeting is limited to condition
compliance related to the tree-pole design.
11. PUBLIC HEARING
A. Food Depot Use Permit to Allow a Stationary Food Vendor, 350 North
Orchard Avenue (Home Depot). Planning Commission consideration and
possible action on a Use Permit to allow the daily operation of a stationary food
vendor with picnic tables and umbrellas at 350 North Orchard Avenue (Home
Depot).
