Minutes of March 6, 2013, Regular Meeting 6. RIGHT TO APPEAL DECISION Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court. The City has adopted Section 1094.6 of the California Code of Civil Procedure, which generally limits to ninety days (90) the time within which the decision of the City Boards and Agencies may be judicially challenged. 7. CONSENT CALENDAR The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City Council. Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event the item will be considered at the completion of all other items on the agenda. The motion by the City Council on the Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission recommendations. a. Adoption of Resolution to Provide a New Designated Period Under the Pers Contract for “Two Years Additional Service Credit” for the Fire Engineer Classification and Certification of Compliance with Government Code Section 20903 b. Report of Disbursements for the Month of February 2013 c. Adoption of Goals for FY 2013/2014 Budget Preparation 8. ROLL CALL Ukiah City Council met for a Special Meeting on February 19, 2013, which was legally noticed on February 14, 2013. Mayor Crane called the meeting to order at 5:34 p.m. Roll was taken with the following Councilmembers Present: Mary Anne Landis, Mari Rodin, Benj Thomas, and Mayor Douglas F. Crane. Absent: Vice Mayor Phil Baldwin. Staff Present: Jane Chambers, City Manager; David Rapport, City Attorney; and Kristine Lawler, City Clerk. Also Present: Rick Haeg, Labor Consultant. 2. Mayor Crane called the meeting to order at 6:03 p.m. Roll was taken with the following Councilmembers Present: Mary Anne Landis, Mari Rodin, Benj Thomas, Vice Mayor Baldwin (arriving at 6:08 p.m.), and Mayor Douglas F. By informal votes, the council agreed to adopt the below listed items as goals for FY 2013/2014, and directed staff to bring back the listed goals as a consent calendar agenda item for final approval. • Collaborate with downtown businesses to complete the design process for State Street and Streetscapes in order to plan for impacts during project construction phase and beyond. • Explore with interested members of the community, restoration grants for portions of Gibson, Orr, and Doolan Creeks. • Complete Negotiations with County of Mendocino, Adopt a Tax Sharing Agreement. • Explore funding sources for Street Maintenance and Improvements. • Re-visit local preference, use of local funding to enhance local jobs. • Consider funding for (1-2) Police Officers. • Work with EDFC/Business Community to create credible local investment mechanisms. Authorization to Provide a New Designated Period under the Pers Contract for “Two Years Additional Service Credit,” Government Code Section 20903, for Fire Engineer Classification. Motion/Second: Rodin/Landis to approve a new window period under the PERS Contract of 90 days from April 1, 2013 – June 30, 2013, for two years additional service credit be granted to eligible fire engineers.
