CITY OF UKIAH
ZERO WASTE RESOLUTION
WHEREAS,Zero Waste is a philosophy and visionary goal that emulates natural cycles, where all
outputs are simply an input for another process. It means designing and managing materials and
products to conserve and recover all resources and not destroy or bury them, promoting the highest and
best use of materials to reduce waste and pollution; and
WHEREAS,the City of Ukiah has achieved and exceeded the AB 939 diversion rate requirement of
50% set by the California Integrated Waste Management(CIWM) Act of 1989 (AB 939)that required
cities and counties to achieve a landfill diversion rate of 50%by the year 2000; and
WHEREAS,in 2001 the California Integrated Waste Management Board set a goal of Zero Waste in
its strategic plan for the State; and has adopted"Zero Waste. It's up to you"as the State-wide slogan;
and
WHEREAS,Assembly Bill 341, effective July 1, 2012, set a statewide goal of 75%landfill diversion
by 2020; and
WHEREAS, for every ton of municipal discards generated,there are 71 tons of manufacturing,
mining and construction debris generated; and
WHEREAS,organic waste in landfills generates methane, a potent greenhouse gas, and part of
CalRecycle's mission is to increase the diversion of organic materials from landfill disposal for
beneficial uses such as compost and energy production; and
WHEREAS, a resource recovery-based economy will create and sustain more productive and
meaningful jobs than a disposal-based economy; and
WHEREAS, strategies to reach zero waste can help to promote the over-arching goal of each
generation leaving less of an ecological footprint on the earth; and
WHEREAS,government plays a vital role in establishing criteria needed to eliminate waste, for
creating the economic and regulatory environment in which to achieve it, and for leading by example;
and
WHEREAS,March 17-22, 2013 is International Zero Waste Week.
NOW,THEREFORE,BE IT RESOLVED that the City of Ukiah declares March 17th through 22nd,
2013 to be "Zero Waste Week"along with municipalities all over the world.
BE IT FURTHER RESOLVED that the City of Ukiah declares its commitment to take local action to
support Zero Waste Week by adopting Zero Waste as a long-term goal in order to eliminate waste and
pollution in the manufacture,use, storage, and recycling of materials. This goal can be achieved
through action plans and measures that significantly reduce waste and pollution including
environmentally preferred product procurement,recycling and composting. These measures will also

include encouraging residents,businesses, agencies and institutions to use,reuse, and recycle materials
judiciously,to compost organic wastes, and to encourage manufacturers to produce grid market less
toxic and more durable,repairable, reusable,recycled, and recyclable products.
PASSED, APPROVED AND ADOPTED at a regular meeting of Ukiah City Council on the 6t" day
of March 2013,by the following vote:
AYES: Landis, Rodin, Thomas, Baldwin, and Crane
