HomeMy WebLinkAbout1137 Excess Speed Zones 1 ORDINANCE NO. 1137 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH AMENDING SECTION 7071 IN ARTICLE 4 OF 3 CHAPTER 1 OF DIVISION 8 OF THE UKIAH CITY CODE, 4 PROVIDING EXCESS SPEED ZONES FOR THE CITY OF UKIAH 5 6 The City Council of the City of Ukiah hereby ordains as follows: 7 SECTION ONE 8 Section 7071 is hereby amended to read as follows: 9 10 §7071: EXCESS SPEED ZONE: There is hereby established exceptions to the speed zone set forth in Section 7070 of this Article to exist as hereafter set 11 forth: 12 15 MILES PER HOUR 13 Street Between 14 Betty Street Cooper Lane and Talmage Road 15 Lorraine Street Marlene Street and Talmage Road 16 30 MILES PER HOUR 17 18 Street Between 19 Airport Park Boulevard Talmage Road and South End Bush Street Grove Avenue to North City Limit 20 Clay Street Dora Street and Highland Avenue 21 Dora Street South City Limit and Grove Avenue Gobbi Street Leslie Street and Oak Manor Drive 22 Grove Avenue Pine Street and Live Oak Avenue Helen Avenue Mendocino Drive and Doolan Canyon Dr. 23 Low Gap Road Bush Street and West City limits 24 Low Gap Road State Street and Bush Street Orchard Avenue Ford Street and Gobbi Street 25 Perkins Street State Street and Highway 101 State Street North City Limits and Norton Street 26 State Street Gobbi Street and Talmage Road 1 27 Wabash Avenue State Street and Dora Street Washington Avenue State Street and Helen Avenue 28 1 1 35 MILES PER HOUR 2 Street Between 3 Perkins Street Highway 101 and Oak Manor Drive 4 State Street Talmage Road and Beacon Lane Talmage Road State Street and Airport Park Boulevard 5 6 SECTION TWO This Ordinance shall be published as required by law in a newspaper of general 8 circulation published in the City of Ukiah. 9 SECTION THREE 10 Upon approval by a 4/5 vote of the City Council, this Ordinance shall be adopted 11 and become effective immediately as an urgency measure. The urgency arises from the immediate necessity to preserve the public peace, health, and safety. The specific facts 12 constituting the urgency are as follows: 13 These amendments to Ukiah City Code Section 7071 implement a recently 14 completed traffic and engineering survey as required by California 15 Vehicle Code Section 40802, establishing the safe speed for the studied streets. Before these safe speeds may be enforced on the designated 16 streets, new speed limit signs must be erected. It will compromise public safety, if the City must wait for the approximately 6-8 weeks required for an 17 ordinance not adopted as an urgency measure to become effective. 18 Introduced by title only and adopted on July 18, 2012, by the following roll call vote: 19 AYES: Councilmember Thomas, Rodin, Baldwin, and Mayor Landis 20 NOES: None 21 ABSENT: None hyd,60.
