RIGHT TO APPEAL DECISION Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court. The City has adopted Section 1094.6 of the California Code of Civil Procedure, which generally limits to ninety days (90) the time within which the decision of the City Boards and Agencies may be judicially challenged. 7. CONSENT CALENDAR The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City Council. Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event the item will be considered at the completion of all other items on t he agenda. The motion by the City Council on the Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission recommendations. a. Approve A Resolution Waiving The 60-Day Notification Requirement For Establishing A County Facility Within The City Limits To Allow The County Of Mendocino To Lease Property At 175 S. School Street, Ukiah, for Use by Mendocino County Library b. Approval Of Notice Of Completion For Calvert Drive And Bush Street Water Main Replacement, Specification No. 12-03 c. Report To Council For The Expenditure With SAIC Energy, Environment & Infrastructure, LLC For Electric System Modeling. (EUD) d. Approve Amendment #1 To The Laminar Energy Services, Inc. In The Amount Of $26,200. (EUD) e. Approval Of Public Works Job Reclassifications For The Lead Mechanic And Water/Sewer Leadworker As A Result Of Departmental Needs And As Approved In The 2012/2013 Budget 8. NEW BUSINESS a. League of CA Cities Voting Delegate and Alternates b. Consider Approval Of: 1. Authorize Listed Budget Amendment, Repurposing Funds From 105.2101.250.000 ($144,000) For The Purpose Of Chief Services ($42,000) And Volunteer Stipend Program ($102,000); 2. Authorize The City Manager To Sign A Cooperative Agreement With Hopland Fire District And Ukiah Valley Fire District To Share Fire Chief Services At A Cost Of $42,000 Per Year ($3,500 Per Month), From Fund 105.2101.250.000; 3. Dated this 27th day of July, 2012. Linda Brown, City Clerk 3a PROCLAMATION Sun House Centennial Whereas Grace Carpenter Hudson was the daughter of prominent early Mendocino County settlers A.O. Carpenter and his wife Helen McCowen Carpenter; Whereas Grace Carpenter Hudson was born in Potter Valley on February 21, 1865 and lived the majority of her life in Mendocino County; Whereas Grace Carpenter Hudson devoted her life to recording the beauty, spirit, and culture of the local Pomo Indian people through her paintings and writing; Whereas Grace Carpenter Hudson's work became renowned, even in her lifetime, for its technical excellence as well as its record of a native people of the American West; Whereas ethnographer Dr. John Wilz Napier Hudson studied Pomo Indian language and culture and collected artifacts and baskets that today form the foundation of internationally renowned collections including those at The Smithsonian Institution, the Field Museum in Chicago, and the Grace Hudson Museum; Whereas the scholarly work on several Pomo Indian languages done by Dr. Hudson today provides invaluable help to those trying to learn and reconstruct these languages; Whereas Grace and John Hudson built the Sun House in the early years of the American Arts & Crafts Movement as a model of that style using local woods and materials; Whereas the Sun House, at 431 South Main Street, Ukiah, California, remains today much as it was during the lifetimes of the Hudsons and their heirs, Mark and Melissa Carpenter; Whereas the Sun House, together with the Grace Hudson Museum, is the most significant local history and cultural asset owned by the City of Ukiah in the County of Mendocino; Whereas the Sun House is open to the public as a source of education, inspiration and civic pride; NOW THEREFORE, I, Mary Anne Landis, Mayor of the City of Ukiah, on behalf of my fellow City Councilmembers, Phil Baldwin, Mari Rodin, Douglas Crane, and Benj Thomas do hereby proclaim our congratulations on the Sun House Centennnial.
