HomeMy WebLinkAboutGHD, Inc. 2011-10-18; Amendment 1 2012-02-21V Exhibit A Scope of Services General Engineering Support for the City's Water and Sewer Utilities Amendment 1 On October 18, 2011 the City of Ukiah (City) entered into an agreement with Consultant to provide general engineering support services for water and sewer utilities. These services were described to include: 1. Review of the City's NPDES Permit Renewal Application 2. Review of background documentation including the City's Mixing Zone Study and its percolation pond study, 3. Coordination with City's Recycled Water Feasibility Study 4. Preparation of a water balance model for the City's disposal system that will allow the City to model various combinations of discharge, percolation and recycling potential under a range of hydrologic conditions 5. Preparation of a Plan of Disposal to support the City's NPDES Renewal activities including operational practices and repair recommendations for the percolation ponds to reduce seepage from berms 6. Preparation of a "reliable treatment analysis" and demonstration supporting protection of the beneficial uses of the Russian River to support the City's request for basin plan exception to allow for an increase in the seasonal discharge rate 7. Analysis of alternatives for using the historic sludge lagoons in light of Regional Board concerns regarding compliance with Title 27 of the California Code of Regulations 8. Analysis of the nitrogen balance at the plant to answer questions raised by the Regional Board regarding reasonable potential for ammonia 9. Review of and response to analyses prepared by the Ukiah Valley Sanitation District in order to support prudent and efficient management of shared assets 10. Representation at meetings with the Regional Board, the District, the City Council and District Board 11. Engineering review and oversight of the City's water supply program including water rights documentation 12. Other tasks requested by the Director of Public Works The initial agreement included a budget of $65,000 and a commitment to review progress when expenditures reached $50,000. To date Consultant has successfully completed services 1-5 and provided significant assistance with services 6, 7 and 8. With Consultant's assistance, the City has filed a complete Report of Waste Discharge for its NPDES permit renewal and anticipates receiving a draft permit in March 2012 with final permit adoption scheduled for April or June 2012. The City has monitored Consultant's efforts and expenditures and concluded that additional Consultant support during the permit review and adoption process would benefit the City in its negotiations with the Regional Board. Services will be provided at the direction of the Director of Public Works to support final adoption of the NPDES permit. Deliverables: Agenda, Meeting Minutes and Correspondence with the Regional Board and City Proposed Additional Fee for Amendment 1: $15,000 CITY OF UKIAH AMENDMENT NO. 1 TO AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES DATED OCTOBER 18, 2011 TERMS AND CONDITIONS All terms and conditions of the Agreement for Professional Consulting Services dated October 18, 2011 shall remain in force and effect except as modified by the first and this second amendment. AUTHORIZATION Upon execution of this amendment, service provider is authorized to provide the service described under the Scope of Additional Work. SCOPE OF ADDITIONAL WORK Work authorized by this amendment shall include that work described in the Exhibit A, Amendment 1 Scope of Services from GHD, Inc received February 21, 2012 COMPENSATION Compensation for the performance of the additional work shall be made on a time and expense basis at Consultant's customary fees.
