GHD, BY: DATE" CITY OF UKIAH BY: JANE CHAMBERS ity Manager DATE Amendment No. 1 to Agreement for Professional Consulting Services Office Manager 1 Exhibit A Scope of Services Nitrate Engineering Study Amendment 2 The City of Ukiah (City) has filed a Report of Waste Discharge with the North Coast Regional Water Quality Control Board (Regional Board) to support renewal of its NPDES permit. Currently the City disposes of treated effluent to the Russian River during winter months and to percolation ponds during summer months. As part of this effort, Consultant prepared an Ammonia Infeasibility Study. The Ammonia Infeasibility Study documents a series of steps that the City will take to bring its effluent into compliance with anticipated permit limits for ammonia and nitrate. Complying with permit limits is necessary to allow the City to continue its current operation and to increase its allowable wintertime discharge rate. It is anticipated that the steps and time schedule included in the Ammonia Infeasibility Study will become part of the "compliance schedule" included in the City's renewed permit. This amendment covers the initial phases of the ammonia/nitrate compliance schedule which includes preparation of a Work Plan for the Preliminary Assessment Report for Ammonia and Nitrate Compliance for approval by the Executive Officer of the North Coast Regional Water Quality Control Board. The Work Plan will outline in detail the activities and deliverables involved in: • assessing the ability of the City's Wastewater Treatment Plant (WWTP) to convert or remove ammonia and nitrate • developing operational strategies for improving the WWTP's ability to remove ammonia and nitrate • assessing the ability of offset or mixing zone programs to assist the City is complying with discharge limits for ammonia and nitrate; and • developing and assessing alternatives for upgrading the WWTP process in order to meet permit limits for ammonia and nitrate. Consultant will develop a draft Work Plan and submit any additional information, clarifications, and analyses as needed to satisfy the Regional Board. Based on the approved Work Plan, additional engineering tasks and budgets will be brought forward for the City's consideration in order to implement the plan.
