AGENDA SUMMARY REPORT
SUBJECT: COUNCIL WORKSHOP: ALTERNATIVE FIRE SERVICE ARRANGEMENTS
Background: At the November 16th, 2011 City Council meeting, staff presented the "Ukiah Fire Department
Overview and Service Delivery Options Report". The purpose of the report was to provide the City Council
with a series of options to study and discuss, with regard to the delivery of Fire, Advanced Life Support
(ALS), and Ambulance services. The discussion of service delivery options for these services is necessary
because of the continuing structural imbalance between revenues and expenditures in the City's General
Fund, from which Fire, ALS, and Ambulance services are funded. The study is in keeping with the City
Council's overall examination of options to assure the sustainability of all services ( Police, Fire, Parks,
Recreation, Community Development, Public Works, and General Government), funded by the City's
General Fund.
Options presented to the City Council on November 16, 2011, were based on two key principles:
1. All options under consideration provide an equivalent level of Fire, ALS, and Ambulance services to that
currently delivered to Ukiah citizens.
2. The City Council is engaged in setting strategic budget priorities for use of limited General Fund
resources. Determining how much of the City's General Fund resources will be devoted to Fire, ALS,
and Ambulance services is part of that strategic process.
The presentation of the Fire Department Overview and Service Delivery Options Report raised a number of
questions. One key question was the noted absence of any options related to consolidation and/or
collaboration with the Ukiah Valley Fire District.
As a result of the Council's discussion on November 16, City staff returned to Council at the December 7,
2011 meeting with a follow-up action plan. Council approved the plan that included the following action
items:
1. Studying Ambulance Billing Fees: The City Council expressed its interest in updating the Ambulance
fee schedule. A study was completed, and a proposed new fee schedule was presented and approved,
at the January 4, 2012 Council Meeting. The newly adopted fee schedule will be updated annually.
2. Continued Exploration of Budgetary Savings: The City Council directed that the Public Safety Ad
Hoc Committee (Council members Baldwin and Thomas) continue their examination of the options
presented, and of other service delivery models in neighboring cities within our region.
Recommended Action(s): Workshop to assist in exploring possible models for Fire services in the
future.

3. Regional Fire Services Fiscal Impact Study: During the last 20 years, many attempts have been
made to regionalize fire services in the Ukiah area, by joining the City of Ukiah Fire Department with the
Ukiah Valley Fire District and/or other Districts, in some type of cooperative arrangement. As part of
both the November 16, 2011 and December 7, 2011 Council discussions, it was noted that none of
these attempts included and/or addressed, the long-term fiscal impacts to the City of Ukiah, of a regional
fire service. Such a study is particularly important to fully understand the long-term sustainability of any
proposed new service model to avoid future disruption of services and/or stranding of tax payer funded
assets. Such a study would also provide a foundation of factual information for the City Council's
consideration of alternatives.
At the December 7th, 2011 meeting, Council approved staff's proposal to have a study conducted. Citygate
Associates has extensive experience in assessing fire service opportunities similar to that of the City of
Ukiah and the Ukiah Valley Fire District, and was engaged by the City Manager to complete the study.
Citygate is currently conducting a two-agency full consolidation feasibility study between the City of Eureka
and Humboldt Fire Protection District. Citygate has assisted the City of Sausalito and the Marin County Fire
Protection District in expanding District boundaries to incorporate the City. The company has also
conducted similar assessments for the Rincon Valley Fire Protection District and the City of Santa Rosa, as
well as the Valley of the Moon Fire District and the City of Sonoma.
Citygate's work also includes assisting the County of San Diego in developing an implementation plan for
fire consolidation among numerous small agencies, and assessment of fire consolidation for the Cities of
Anaheim, Orange and Fullerton.
Discussion:
Citygate has prepared the attached presentation titled, "Analysis of Alternative Fire Service Arrangements"
for this City Council workshop. It was deemed appropriate for the entire City Council to hear the results of
this study, in order to advise the Public Safety Ad/Hoc members and staff, as to whether or not the City
Council would want to have the Ad/Hoc members continue any further discussion of feasible options with
the Ukiah Valley Fire District, along with its current review of the options presented last Fall, in accordance
with item #2 above.
The presentation includes a report on fire service overlay/annexation issues, joint powers agreements and
contractual service options that are available, and the impacts of these options. In addition, the report
provides a brief overview of fire district finances and next steps for the City of Ukiah to consider.
Recommendations:
1. Mr. Dwane Milnes of Citygate Associates will present the report presentation and will be available to
answer Council questions. Staff recommends that the Council hear this presentation.
2. Staff recommends that the financial data presented in this report be made a part of the Public Safety
Ad/Hoc committee's factual data resources and used in its further discussions with regard to all options
under consideration as part of the "Ukiah Fire Department Overview and Service Delivery Options
Report'.
3. The City Council may wish to direct the Public Safety Ad/Hoc members and staff to include
consolidation, contract for services, or shared Headquarters unit possibilities with the Ukiah Valley Fire
District, as a part of the continuing Ad/Hoc review of service alternatives within the "Ukiah Fire
Department Overview and Service Delivery Options Report".

Fiscal Impact: The report as presented contains a number of significant financial impacts for the City of
Ukiah to consider with regard to possibilities of consolidation, contract for services, or shared Headquarters
unit possibilities.
