AGENDA SUMMARY REPORT
SUBJECT: Strategic Planning: Decision Matrix Discussion
October 17, 2011
Background: At its last strategic planning meeting August 30, 2011, the City Council discussed proceeding
with a strategic planning effort to assist with determining priorities for continuing services to the public at this
time of fiscal restraint, as well as to provide a process by which City Council will establish policy goals for
the use of city resources in the FY 2012/13 fiscal year and beyond.
Discussion: At the last meeting, it was agreed that the next step in the process would be to commence

and funded by the city's General Fund. The process and decision matrix have been modified as per that
discussion, and are attached.
The City Council also agreed to a series of meetings which have been duly scheduled to continue the
strategic planning process through the end of the calendar year, with the goal of completing the process,
including engaging the community with regard to restructuring scenarios, in adequate time for direction to
staff and preparation of the FY 2012/13 general fund budget.
The meeting will be facilitated by Stephen Zuiebeck.
