HomeMy WebLinkAbout2011-41 support for streetscape phase 1RESOLUTION NO. 2011-41 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH IN SUPPORT OF THE DOWNTOWN STREETSCAPE PHASE 1 PROJECT AND COMMITMENT TO PROVIDE LOCAL MATCHING FUNDS WHEREAS, the City Council approved the Ukiah Downtown Streetscape Improvement Plan on July 1, 2009; and WHEREAS, the City Public Works Department has been seeking grant funding sources to implement the Downtown Streetscape Improvement Plan; and WHEREAS, the Mendocino Council of Governments (MCOG) recently announced a call for projects for Transportation Enhancement (TE) funding; and WHEREAS, the specific components of the Downtown Streetscape Improvement Plan are eligible for TE funding; and WHEREAS, the City of Ukiah has determined that the project is categorically excluded from the requirements of the National Environmental Policy Act pursuant to 40 C.F.R. 1508.4 for the following reasons: 1. The type of proposed minor streetscape beautification improvements have typically been excluded or exempted from environmental review requirements in the past because they clearly represent activities that normally do not cause significant environmental effects. The current proposed improvements are the same as or similar to these past improvements. 2. The minor streetscape beautification improvements would occur within the existing State Street right-of-way, which has previously been disturbed with typical street improvements such as curb, gutter, sidewalk, street tree planting, utility installations, and pavement for the street. 3. Review of the proposed sidewalk widening, street tree planting, bulb-outs and other minor beautification improvements reveals that there is no potential for significant environmental effects, because no creeks or other waterways would be impacted, no trees would be removed, no cultural resources would be impacted, the area is a dense urban environment and devoid of animal habitat or sensitive environmental resources, no drainage patterns would be altered, and no air quality standards would be violated; and WHEREAS, the City Public Works Department is applying for Transportation Enhancement (TE) funds through the Mendocino Council of Governments (MCOG) for the Downtown Streetscape Phase 1, the application of which requires a resolution of the City Council which commits to providing the required 11.47 percent local matching funds in the event the project is approved. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Ukiah does hereby declare its support for the Downtown Streetscape Phase 1 project, and commits to providing the required 11.47 percent local matching funds in the event the project is approved for TE funding by MCOG.
