( Riverside Park Phase One Contract Amendment #1 June 10, 2011 THIS DOCUMENT AMENDS THE CONSULTANT AGREEMENT DATED October 23, 2010, by and between the CITY OF UKIAH, (hereinafter CITY), and Warren R. McClung, a sole proprietor, (hereinafter WRM). This document amends the Agreement to memorialize verbal direction under which WRM has been providing additional services related to updating the Riverside Park Master Plan and assisting the City in preparing a grant application for implementing portions of the park. Specifically, this amendment is as follows: 1. Attachment "A", Scope of Services, of the Agreement: Add the following new paragraphs: D. MASTER PLAN UPDA TE AND GRANT ASSISTANCE SER VICES WRM will work closely with Ann Baker Landscape Architecture (ABLA) to lead a community oriented design process to update the 2002 Concept Plan for Riverside Park and to assist the City in preparing elements of the grant application for the second round of the Statewide Development and Community Revitalization Program. Generally, this effort will include conducting a short series of public workshops and meetings to invite input from neighborhood park users and park user groups in order to understand their priorities and desires for the park. The Master Plan Update will assume completion of the phase one improvements which are currently underway. Then, based on the input received WRM and ABLA will work together to develop an updated concept plan. As part of the master plan update process, WRM and ABLA will work together with City staff to define elements of the updated concept plan to include in a request for the State Parks grant. 2. Exhibit B, Compensation, of the Agreement: Add the following tasks and associated compensation: Task 3 Master Plan Update Fixed Fee'A' $5,400.00 The Master Plan Update task includes executing the following subtasks for the fixed fee indicated above: 3.1 Prepare Community Workshop / materials generally including a base map using City-provided files, workshop agenda, and workshop format. Deli verab/es: ♦ Base map generally representing existing conditions upon completion of phase one improvements. ♦ Workshop Agenda ♦ Listing of issues leading to update process Contract Amendment #1 Riverside Park Phase One Page 1 of 3 ♦ Matrix of design program opportunities for use in prioritizing community desires 3.2 Community Meeting #1 (April 9, 2011): 3.2.a: Conduct a tour of the project for interested community members to review existing conditions, current phase one improvements, and general opportunities and constraints of the site. 3.2.b: Conduct an interactive workshop in which community members are asked to provide input on issues and concerns related to the 2002 Concept plan and opportunities presented upon completion of the Phase One improvements. 3.2.c.• Meet with City staff to review workshop comments and determine a general design program and priorities for updating the concept plan. 3.3 Develop 2 alternative design concepts based on community input. Deliverables; ♦ 2 Preliminary Concepts: Free-hand color graphic overlays integrated into AutoCAD base map. 3.4 Prepare for Community Workshop It: Meet with City staff to review preliminary concepts and develop workshop agenda and format. Deliverables: ♦ Workshop agenda and format 3.5 Community Workshop It 3.5.a: Conduct workshop to present the 2 preliminary concepts, receive comments, and discern preferred concept. 3.5.b: Meet with City staff to review comments and develop program for preferred concept. 3.6 Develop preferred concept in response to community input and City staff direction. Deliverables: ♦ One preliminary free-hand graphic of preferred concept for review with City staff. ♦ One computer rendered illustrative plan graphic of preferred concept incorporating City staff comments. 3.7 Present Preferred Concept to City Council., Provide support to ABLA for presentation to City Council byABLA for final public comment and receive direction from City Council. Task 4 Grant AssistanceFixed Fee(A) $1,865-00 4.1 Meet with City staff in person and via phone conferences as required to establish a strategy for the grant application and program elements to include in proposal. Contract Amendment #1 Riverside Park Phase One Page 2 of 3 4.2 Prepare schematic graphic of elements included in the grant application. 4.3 Develop master plan level order-of-magnitude budget for program elements included in the grant application. Task S (OPTIONAL) Illustrative Plan Graphic of Updated Master Plan Fee TBD This is an optional task to be further defined upon completion of the grant application. 5.1 Work with ABLA to refine the preferred alternative with a focus on the baseball facilities and other active elements of the master plan 5.2 Review draft designs prepared byABLA. 5.3 Develop illustrative plan graphic using a combination of freehand and computer generated graphic for presentation and adoption by City Council as the Updated Master Plan. Develop 2 two (2) alternative design concepts based on community input. Deliverables: Meeting agenda/format, two (2) design alternatives in draft full scale format. Prepare for Community Workshop II: Meet with City staff to review preliminary concepts and develop workshop agenda and format. Meet with City staff to review comments and develop program for preferred concept. Develop preferred concept in response to community input and City staff direction. Deliverables: One preliminary free-hand graphic of the preferred concept for review with City staff. One computer rendered illustrative plan graphic of preferred concept incorporating City staff comments. Subtask 6.E Present Preferred Concept to City Council Present preferred concept to City Council for final public comment and receive direction from City Council. Task 7 Grant Assistance Meet with City staff in person and via phone conferences as required to establish a strategy for the grant application and program elements to include in proposal. Prepare drafts of the following elements of the grant application narrative: •Element 3: Type of Project •Element 4: Community Based Planning •Element 5: Sustainable Techniques Contract Amendment #1 Riverside Park Phase One Page 2 of 3 *Element 8: Youth Outdoor Learning and Employment Opportunities *Element 9: Community Challenges and Project Benefits Task 8 Optional Task: Illustrative Plan Graphic of Updated Master Plan This is an optional task to be further defined upon completion of the grant application. Work with WRM to refine the preferred alternative with a focus on the trail system, natural area grading and planting, and river frontage restoration planting. Review draft graphics prepared by WRM and provide comments for incorporation into the final graphic. Deliverables: Final Preferred Concept Plan Illustrative Graphic 3.
