1. ROLL CALL
Ukiah City Council met at a Regular Meeting on April 6, 2011, the notice for which being
legally noticed on April 1, 2011. Mayor Rodin called the meeting to order at 6:03 pm. Roll
was taken with the following Councilmembers present: Landis, Thomas, Crane, Baldwin,
and Mayor Rodin. Councilmembers absent: None. Staff present: City Manager
Chambers, Assistant City Manager Sangiacomo, City Attorney Rapport, Community
Services Administrator Marsolan, Director of Planning and Community Development
Stump, Senior Planner Jordan, Project and Program Analyst Riley, Director of Public
Safety Dewey, Captain Taylor, Finance Director Elton, and City Clerk Currie.

a. Presentation Of Certificates Of Recognition For Life-Saving Efforts By Caitlyn
Hallman And Philip Coren.
Mayor Rodin read a letter from Senor Post, the gentleman whom the students
saved. Caitlyn Hallman and Phil Coren provided a verbal account of the event.

votes: AYES: Councilmembers Landis, Crane, Thomas, Baldwin, and Mayor Rodin.

8. AUDIENCE COMMENTS ON NON-AGENDA ITEMS
Daphne Macneil, resident, expressed her concern regarding Smartmeters over health
affects, fire danger, and hacking resulting in vulnerability. The group Wired for a Healthy
Ukiah is working on educating the community on Smartmeters. A petition will be
circulated to rescind the agreement with PG&E regarding the data collectors, disable
Ukiah's wireless meters, support a moratorium on Smartmeter installation, and support
Senate Bill 37. She requested adding this topic to a future agenda and notification of
when it is agendized.
Ed Nieves expressed his concern about Smartmeters. regarding electronic and other
wireless devises being damaged by Smartmeters and requested Council to direct staff to
do research on Smartmeters.
11. PUBLIC HEARINGS (6:15 PM)
a. Adopt Resolution Approving A Negative Declaration And Amending the
Ukiah Municipal Airport Master Plan
Director of Planning and Community Development Stump presented the item.
Recommended Action(s): Conduct a public hearing and adopt a Resolution
approving a Negative Declaration and amending the Ukiah Municipal Airport
Master Plan.

Declaration and amending the Ukiah Municipal Airport Master Plan. Motion
carried by the following roll call votes: AYES: Councilmembers Landis, Crane,
Thomas, Baldwin, and Mayor Rodin. NOES: None. ABSENT: None. ABSTAIN:
None.
9. COUNCIL REPORTS
Councilmember Baldwin reported Mayor Rodin and he had a positive meeting with
Board of Supervisors McCowen and Smith, City Manager Chambers, and the County
CEO regarding tax sharing. Baldwin also reported on his continued work on governance
issues as part of the sewer ad hoc committee. Councilmember Baldwin read a two
minute personal statement (see attachment 1).

Councilmember Crane expressed his disagreement with the venue (a City Council
Meeting) Councilmember Baldwin gave his personal statement even though he agrees
with the message.
Councilmember Landis reported the sewer ad hoc committee is touring the collection
system and wastewater treatment plant. Landis continues to work with a group formed
by the Community Foundation and Economic Development Finance Corporation, looking
at broadband and using it as a tool for economic development. Councilmember Landis
reported on her attendance at a meeting today regarding modular meat processing
facilities.
Mayor Rodin reported meeting today, as a City Representative, with the public advisory
courthouse group. The architect brought models to illustrative very preliminary site
layouts. Two sites are still under consideration, one around the library and the other
around the depot. The AOC wants to move forward on the CEQA process in May. Rodin
suggested to the AOC use of the Council Chambers May 17, 2011, (tentatively) to give a
presentation to the public which would be the same presentation provided to the Board
of Supervisors; another option is to request the AOC give its presentation at the
beginning of a Council Meeting. The AOC still plans to present the two sites to the Public
Works Board June 17. City Manager Chambers stated staff will work on determining a
time and date for the public presentation. Mayor Rodin reported the LAFCO Board
directed the executive officer to release the MSR RFP. USPS public meeting is
scheduled for April 21, 2011, at 6:30 pm at the Ukiah Valley Conference Center. Rodin
requested USPS provide their presentation in advance to allow time to read it, but has
not heard back.
10. CITY MANAGER/CITY CLERK REPORTS

a. Discussion Of Relinquishment Of The Administration Of The Transient
Occupancy Tax (TOT) Program By The Ukiah Chamber Of Commerce And
Recommendation For Continued Service Through The City Of Ukiah In
Collaboration With The TOT Committee
Assistant City Manager Sangiacomo and Project and Program Analyst Riley
presented the item and noted the final report from the Chamber for the 2010 TOT
contract year. Recommended Action(s): 1) Authorize City staff to administer the
TOT Program with direction from the TOT Committee. 2) Direct staff to return
with a TOT Work Plan and Budget for the 2011 Calendar Year.

b. Report To Council Regarding Operations And Enforcement At The Skate
Park
City Manager Chambers, Assistant City Manager Sangiacomo, and Community
Services Administrator Marsolan presented the item. Recommended Action(s):
Receive the report and provide additional direction as necessary.

c. Verbal Report To Council Regard Status Of. UVSD Connection Fees
Director of Public Works and City Engineer Eriksen presented the item.
Staff reported meeting with the UVSD staff to discuss connection fees. Two
issues created by the connection fees are 1) the city processes the fees and 2)
the affect on the overlap areas (those in the city limits but served by the UVSD).
How the calculations are done is agreed upon. Staff will do an analysis of these
connection fees and will report back to City Council with analysis at the April 20
regular meeting.
Mayor Rodin brought up City Council's prior direction to staff to evaluate
detachment. Councilmember Baldwin reported the District ad hoc committee
stated a written proposal regarding detachment is needed before they will
discuss detachment.

13. NEW BUSINESS
C. Receive Introduction Presentation Of The Downtown Zoning Code (DZC)
And Schedule A Joint Workshop With The Planning Commission To Begin
Review Of The DZC
Councilmembers Crane and Baldwin recused themselves.
Planning and Community Development Stump and Senior Planner Jordan
presented the item. Recommended Action(s): Receive introduction presentation
on the DZC and schedule a joint City Council/Planning Commission workshop to
discuss and review the DZC.

Public Speaking to the Item: Rick Hansen, Director of Main Street, stated for the
record they sent a communication to the City Council stating the results of a
survey regarding formula fast food and that approximately 82% of the merchants
within the downtown district were opposed to Planning Commission's

recommendation of a ban on these establishments; Tammy Ingle, Owner of
Quiznos, does not support a ban on all franchises; Mary McCllanahan-Cellvert,
supports no formula fast food downtown; Lucy Neely, expressed appreciation for
the work done on the code; Tony Shaw, Employers Council of Mendocino
County, economic development aspect is lacking; and Sheridan Malone stated
for the record he is objecting to a street extension and does want Stevenson
Street a required street.

Appointment Of Two Council Members
Director of Public Safety Dewey presented the item. Recommended Action(s): to
assist staff in exploring possible business models for future public safety
services, staff recommends City Council establish a Public Safety Ad Hoc
Committee and appoint two members.
Continued to the April 20, 2011, City Council Meeting to select the two members.

I've been heartsick since March 19`h when our President launched a war against Libya without
Congressional debate and consent. I remain depressed, ashamed, and angered by President Obama's order
for American war planes to attack a sovereign nation suffering a civil war. For two and a half weeks now,
millions of our tax dollars have been blown up as Tomahawk missiles rain down on Libyan troops.
Equally disheartening is today's silence from. supposed "anti-war" Democrats who went into the streets
eight years ago to protest the Iraq war of George Bush. If those protests were legitimate, not simply an
attack on a Republican President, the same protesters should be in action today. The war rhetoric of Barack
Obama is roughly interchangeable with that of George Bush and equally devious.
Isn't it Orwellian to tell the American people we are attacking Libyan troops for humanitarian reasons
when our strategy from the get go has been to assist armed rebels seeking regime change? Isn't it
doublethink* when President Obama tells us "there will be no American boots on the ground" while on his
orders CIA operatives - wearing boots - have been in Libya working with the rebels for at least two weeks,
finding them weapons and locating targets for our missiles.

amnesia and a deafening pop culture, few Americans recall that just ten months ago Gadaffi worked with the
U.S. against Al Qaeda. Now, like Saddam in Iraq, he is demonized by the President and a warmongering
Yellow Press led by CNN and MSNBC.
As many know, military adventurism has been practiced by every American President since James K.
Polk took California. So some will defend the current Democratic President noting he's simply following
U.S. tradition, and doing nothing different in Libya than did Democrats JFK and LBJ in Vietnam, and Bill
Clinton in Serbia. Yes, it's just more `of the same. But this war of choice is brought to us by the leader whose
charismatic 2008 campaign inspired millions with the promise of hope, peace, and "change we can believe
in.
At a time when the City of Ukiah, Mendocino County, and our State government face huge budget cuts
that cruelly eliminate critical services along with jobs of dedicated public employees, our President has
initiated a third war in a Muslim nation, a war that's illegal, dangerous, hypocritical, and unfunded. Facing
massive deficits at every level of government, Barack Obama's war dishonors us as it squanders our national
wealth.
I encourage Ukiahans to challenge this new war and the two old ones; email or call the President and our
Washington representatives, then visit two web sites: Roots Action.org and The Real News.com
