Litter Hidden Costs Plastic bags cost 2-5 cents to produce. The taxpayer cost to subsidize the recycling, collection, and disposal of plastic and paper bags is an average of 17 cents per bag. The Problem with Paper Bags 14 Million Trees Pollution Only 10-15% of paper bags are recycled. The question isn’t paper or plastic. The question is how do we encourage people to use reusable bags? Marin County- January 2011 Calabasas- February, 2011 Ukiah’s Proposed Bag-Ban Ordinance Based off a model ordinance created by Green Cities California. Designed to cut down paper AND plastic bag use, and promote reusable bag use. Features an outright ban on single-use plastic bags. Discourages the use of single-use paper bags through a mandatory minimum fee. Required Fee on Paper Bags It’s a required fee, not a tax, so the money would go back to the business. The proposed ordinance would be implemented county-wide, so no stores would be at a disadvantage because of the ordinance. Why the Fee on Paper Bags? When San Francisco only banned plastic bags, most consumers simply switched to paper bags instead of bringing their own reusable bag. When Montreal required a fee on paper bags, the consumption of paper bags decreased 70% in one year. Reusable Bags: A Simple Solution to a Huge Problem How Bag-Free Ukiah Will Help the Transition Apply for a grant for reusable bags. Make signs for businesses to remind their customers to bring their reusable bags. Encourage businesses to: Provide customers with shipping boxes in case they forget their reusable bags.
