Environmental Science Associates ESA Amendment No. 2 Amendment to Professional Services Agreement ESAProject No. 209418 www.esassoc.com THIS AMENDMENT ("Amendment") is made and entered into this day of , 2010, by and between Environmental Science Associates (hereinafter ESA), a California corporation and the City of Ukiah, a general law municipal corporation ("City") and amends the parties' Agreement, dated the 21" day of December, 2009 (Original Agreement). RECITALS ESA and City previously entered into an Agreement for professional services. 2. The parties now wish to enter into an Amendment to said Agreement under which ESA will perform additional services for Client. TERMS AND CONDITIONS Scope of Work The additional Scope of Work covered by this Amendment is shown in Attachment A, which is attached to this document and made a part of this Amendment. 2. Price Payment to ESA under this Amendment shall not exceed $ 29,118 . Please see Attachment B for a detailed cost breakdown. Total new Contract Amount is $ 432,898. Effect of Amendment Except as amended herein, the parties' Original Agreement shall remain in full force and effect. Heisler (Printed Name) Title: CommuniDevelopment Mar., San Francisco San Francisco Attachment A Scope of Work -ESA ATTACHMENT A- SCOPE OF WORK Amendment 2, Ukiah Walmart Expansion Task 1 The following tasks are proposed to be added to W-Trans' scope of work for the Traffic & Circulation section of the Draft EIR on the Ukiah Walmart Expansion project. These tasks are related to the Proposed Interchange Reconstruction Options, from the 7/19/10 draft version of the report. Based on our recent discussions, two alternative mitigation options have been developed: A) New Southbound Off-Ramp intersection and B) Roundabout interchange. Option A assumes the closure of the existing southbound off-ramp to westbound Talmage Road and assumes all off- ramp traffic on the existing off-loop. Option B was previously presented conceptually in the report and discussed in a qualitative fashion. As part of this amendment, these two alternatives will be fully evaluated under all scenarios. Also, the report will be amended to eliminate all the "Fully Zoned RBP" scenarios. All future conditions will be based on the Current RBP Growth conditions. 1. The report will be amended to only include the following scenarios: • Baseline • Baseline plus Project • Future with Current RBP Growth • Future with Current RBP Growth plus Project • Baseline with Discount Club • Baseline with Discount Club plus Project • Future with Current RBP Growth including Discount Club • Future with Current RBP Growth including Discount Club plus Project (Budget = $600) 2. The two mitigation options will be described and presented in the report. Conceptual diagrams of these alternatives will be included. (Budget = $1,200) (Conceptual roundabout layouts are not included in this task and are shown as an optional task.) 3. Traffic volume projections will be adjusted as necessary to reflect these two options which result in modified turning movements compared with existing conditions. (Budget = $1,200) 4. The two interchange mitigation options will be evaluated for intersection level of service and queuing conditions under all of the scenarios. Based on the results of the analysis, phasing of the mitigation will be recommended which could include future modified versions of one or the other. (Budget = $1,200) 6. The results of the analysis will be folded into the Traffic & Circulation section with appropriate supporting text. (Budget = $3,300) 7. W-Trans staff have already attended one meeting at the City to discuss the options and participated in several conference calls related to the mitigation options. One additional meeting at the City of Ukiah has been included. (Budget = $2,050) 8. Due to the additional scenarios, 3 hours of response to staff comments on the draft traffic study have been added. (Budget = $450) 9. Due to the additional scenarios, 4 hours of response to public comments on the DEIR traffic issues have been added. (Budget = $700) Task 2 Concept roundabout layouts will be prepared for the Talmage Road intersections at Airport Park Boulevard, U.S. 101 South Ramps, and U.S. 101 North Ramps. The concept includes the following: • Two-lane roundabout at Talmage Road/Airport Park Boulevard • Single-lane roundabouts at the US 101 Southbound and Northbound ramp intersections • Maintains the existing two-lane Talmage Road overcrossing Typical details in the layouts will include roadway configuration, raised island locations, pedestrian and bicycle facilities, and tie-in points to the existing roadway infrastructure. Sizing of the roundabouts will be based on the future traffic volumes from the draft traffic study including delay and queuing estimates for the roundabout option. Note that the concept layouts will be preliminary in nature and intended to be used only for discussion purposes; the layouts will include full truck maneuverability assessments with iterative adjustments of the design; the designs will not be checked for "fastest path" vehicle speeds. The roundabout layouts would be prepared over aerial photographs. (Budget = $7,800) Task 3 The Health Risk Assessment (HRA) will be prepared based on the Air Toxics Hot Spots Program Risk Assessment Guidelines developed by California EPA and toxicity values based on California EPA Office of Environmental Health Hazard Assessment (OEHHA) guidance. The dispersion modeling and the HRA will be competed in accordance with the BAAQMD CEQA Air Quality Guidelines and BAAQMD CEQA Guidelines Tools and Methodology. BAAQMD screening techniques along with the SCREEN3 (or AERSCREEN, currently in beta release) dispersion model will be used in the analysis to develop the cumulative exposure assessment and risk characterization. The modeling methodology will be consistent with procedures documented in the U.S. EPA Guideline on Air Quality Models and BAAQMD's Recommended Methods for Screening and Modeling Local Risks and Hazards. Ukiah Walmart Expansion L ESA / 209418 Amendment No. 2 November 22, 2010 Attachment A Based on emission calculations and supporting information such as EMFAC and OFFROAD input/outputs (provided by ESA), the source characterization will be completed. Emissions will be based on observations of the number and idling activity of trucks and thermal refrigeration units (TRUs) made by ESA. Based on available project figures and correspondence, the source locations and emission apportionment will be defined for each project element. Once the source characteristics are defined, the dispersion modeling analysis will be conducted to determine the exposure concentrations for nearby receptors. Appropriate receptors will be developed based on available information such as photographs, site visits, project figures, etc. The risk characterization will incorporate the OEHHA toxicity values and methodology along with BAAQMD guidance to develop the cancer risk and health impact estimates. The assessment will use the BAAQMD's age sensitivity factor of 1.7 for cancer risk. The assessment will also evaluate exhaust emissions of PM2.5 compared to applicable thresholds. Cumulative impacts from nearby roadways (such as Route 101) will be estimated based on BAAQMD's Roadway Screening Tool and estimated traffic volumes from CalTrans. Project impacts and cumulative impacts will be compared to BAAQMD CEQA thresholds and full documentation will be provided including assumptions, methodology, and results.
