HomeMy WebLinkAboutWinzler & Kelly 2010-03-09; Amendment 3 2011-03-23CITY OF UKIAH AMENDMENT NO. 3 TO AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES DATED MARCH 9, 2010 TERMS AND CONDITIONS All terms and conditions of the Agreement for Professional Consulting Services dated March 9, 2010, the amendment dated April 8, 2010, and the amendment dated August 5, 2010 shall remain in force and effect except as modified by this third amendment. AUTHORIZATION Upon execution of this amendment, service provider is authorized to provide the service described under the Scope of Additional Work identified in this Amendment No. 3. SCOPE OF ADDITIONAL WORK Work authorized by this amendment shall include that work described in the January 19, 2011 letter from Winzler & Kelly. A copy of said letter is included in this third amendment as Attachment "A". COMPENSATION Compensation for the performance of the additional work shall be made on a time and expense basis at Consultant's customary fees. Fees and expenses shall not exceed a maximum total cost of $19,800. This initial scope of work, fees and assumptions for the supplemental tasks are identified below for your consideration and approval. Once approved, it is our understanding that the supplemental tasks will be appended to the original contract of work with the City for this project. In order to move immediately; we have phased our proposal to allow for collaborative project scoping with Caltrans to help promote a quick project development; design and delivery process. We understand that the budget for these tasks will initially come from our current contract for the design of the Redwood Business Park Transportation Improvements Project, and the budget will be, augmented upon formal approval of this proposal. This fee proposal is based upon our January 12, 2011 meeting and telephone correspondence with you, Mr. Tim Erikson and Mr. Rick Seanor, and our additional investigations. The summary of the proposed Supplemental Services (project scoping) and fee follow. Scone of Work Task 1 Fly Orthorectified Aerial Photo $1,500 Task 2 Scoping Talmage Interchange Design Task 2.1 Initial Scoping Meeting with Caltrans District 1 $5,800 Task 2.2 Proiect Scope Development and Caltrans Coordination $12,500 Total $19,800 Task 1- Fly Orthorectified Aerial Photo. Winzler & Kelly will coordinate and have flown the orthorectified aerial photos for the aerial topographic surveyed areas for the interchange project. This series of images and associated topographic data will be' incorporated into the topographic background used for design and will be included in the design drawings. The extent of the aerial is from the start of the southbound off ramp (north end) to the end of the southbound on ramp (south end), and from the edge of the existing aerial (west end, near the Talmage Road southbound on ramp) to the center median of US 101 (east end). These work products would be provided in a subsequent task. Task 2 Scoping Talmage Interchange Design. We understand that the City is highly motivated to move forward with the design of modifications to the US 101 southbound on/off ramps at Talmage Road as required for planned commercial/business developments in the Redwood Business Park. Winzler & Kelly is ready, able and motivated to assist the City in kick-starting this effort, initiating and maintaining early coordination with Caltrans District 1, and developing a detailed scope of work and budget estimate to take this important project from initiation through final design. We have already made contact with Caltrans and are working to establish a meeting date. The Caltrans "project development process" can be time-consuming, and include engineering, public involvement, state approvals, programming, environmental, and other components. The specific details of the project will, in general, dictate which steps,'documents, and studies are required. From our experience working directly with District 1 we recommend early and consistent coordination with Caltrans when developing the scope of work for the project and therefore propose the following two prelimindry tasks: Task 2.1- Initial Scoping Meeting with Caltrans District 1. In this task Winzler & Kelly will make arrangements for and attend an initial scoping meeting with key personnel in the departments who will have input on the requirements of this project. These departments may include Transportation Planning, Traffic Operations, Local Programs, Design and Environmental. The purpose of this meeting is to discuss the project with District 1 and identify the specific steps and requirements to take the project from initiation through final design and construction. We have budgeted two days for initial Caltrans coordination and preparation of background documentation and materials needed for the meeting, and for two engineers to attend this meeting with Caltrans. We recognize that this process may take more than the single scoping meeting that we have budgeted for in this task. Therefore we will continue to work with you following this meeting to refine the project scope and identify additional meetings which may be required. Task 2.2 Project Scope Development and Caltrans Coordination. We recognize that consistent and continued coordination with Caltrans to keep them engaged throughout the project scoping process will be critical to developing a scope of work that satisfies all of Caltrans' concerns and requirements, accurately describes the tasks required for the project, and which (most importantly) achieves the City's goals and objectives for this project. In this task we will maintain constant contact with the personnel in the District 1 office in Eureka. We have engineering staff in our Eureka office who you know and work with, and who have close relationships with key District 1 staff. We will leverage these relationships to identify all of the steps District 1 will require for the project. We will develop detailed tasks and budgets for each step to deliver the project from initiation through final design and construction. We have budgeted two weeks for a senior engineer/project manager and two days for a senior environmental planner for this task. Our overall goal with this proposal is to "get it right" so we start. down the correct path with Caltrans, achieve early buy-in from District 1 staff, and so you have properly scoped project that meets your budget expectations, achieves your goals, and satisfies Caltrans' requirements. We are happy to discuss any elements of this proposal with you and make adjustments as necessary to meet your expectations.
