(SHN) is pleased that the City has received viable bids for this project.. This letter summarizes our proposal to provide, engineering and technical services during construction of the Fish.Hatchery Road Repair Project. SHN studied the project site after failure occurred during December 2005's New Year storm. We designed the block retaining, wall, grading and drainage repairs. Services to be provided include full time inspection whenever construction is underway on the site; observations by the engineer of record, the geotechnical engineer, and a biologist, and surveying layout. This project is particularly difficult due to being located on private property, in an environmentally sensitive area, adjacent to Gibson Creek. It is accessed only one way; from WestStandley Street over anarrow unimproved road. As outlined in the project documentation, the. damage is essentially a landslide within a larger slide.. Due to the terrain and inherent risks; and to avoid delay to the contractor, careful attention is needed to quickly resolve questions as-they arise. The project is tune-limited to a specific period.and it will be important for all to work together seamlessly, to assure that: this project, goes smoothly. For all of these reasons; it is, jmportant that a full.tirne inspector be .on site during the work, That person will be the eyes and ears of te h engineers., and be cognizant of the`property owner's; the City's and permitting agencies` concerns. This is a prevail ngwage project,: and inspection and field testing.are subject to prevailing wage requirements. This makeup the biggest part of the-cost-for SWs consttu.ction period services.. We have included an inspector full time for six weeks plus travel (at our standard non-p. eva mg cNage) in our estimate, however, if the work can be accomplished in less time, the, total estimated costs to be incurred will not be reached. We have included time for the prebid tasks performed in good faith for the benefit of.the project. These costs whirls have already been incurred included various design related tasks since the design was submitted, during the permitting and approvals, and participation in the bidwalk meeting~and subsequent:questions. Italso. includes titne for the Engineer of Record: to visit the-site twice during the construction and to hanclle,design.darifications. Chandler Koehn, PE while employed with:ST04 was responsible for the geotechriical site study and design recog.imendations. He has extensive experience with the construction of these. segmental concrete block walls. For. continuity, we propose to use.Mr. Koehn as a Willits\projects\2010\Promos\410000.035-FishHatchcrosrvs\PUBS\ Corr.out\ltx\2010061:6-CODProposal.doc Mr. Alan Hasty Subject: Fish Hatchery Road Repairs - Construction Period Services June 16, 2010 Page 2 of 2 subconsultant to make periodic site visits. He feels that three site visits should be scheduled. As mentioned his study revealed that this slide is situated within a larger, older slide, and his observations are important to the success of this repair. Cost for Mr Chandler's time is included near the bottom of our spreadsheet, I have included one day of our survey crew's time at Prevailing Wage rates. They will assure that control remains at the site, or will reestablish it, and will set controls necessary to establish for first course of the retaining wall. A small component of office time is included for data retrieval and compilation that the crew needs before setting out. At your request, I have also included time for a planning and permitting engineer to review the permit conditions and the scope of the project; as well as for an engineering technician experienced in monitoring to visit the site twice to review the work in progress and to establish monitoring criteria for the full time on-site inspector. Our proposal does not include "construction management" tasks such as negotiating change orders, processing contractor invoices, conducting labor compliance, preparing grant related paperwork, or similar tasks. However our inspector, engineer of record, and other staff will be available to assist and recommend, in the course of their time on site. If services related to these are desired from the onset, please let me know and we can revisit this proposal. Because of the full time inspection as well as the visits by specialists, I have reduced my own project management and oversight time, and administrative time significantly to approximately 3%, assuming that the work will be completed in six weeks or less. The total estimated amount is $47,260. We propose to perform the work on a time and expense basis, with that total estimated amount not to be exceeded without authorization of the City. We are very hopeful that this work can be performed in less than the six weeks allowed. Under this time and expense arrangement, the City will realize any savings due to favorable job site conditions. The outline of our estimate is included as Exhibit 1 attached to this letter, followed by Exhibit 2, SHN's Fee Schedule for 2010. We recognize that the cost of providing these services is higher than for a typical construction project due to the complexities involved. However we are committed to working with the City to deliver the needed services in the most cost effective manner possible. If there are ways to reduce these costs, we would like to work with you to do so. Please do not hesitate to call me if you wish to discuss any of the information included. I look forward to hearing from you. Respectfully submitted, 814N Consulting Engineers and Geologists, Inc.
