California Main Street
Participation Agreement
July 1, 2010 through June 30, 2013
This agreement is between California Main Street (hereafter called the State Program) and the Ukiah
Main Street, (hereafter called the Local Program) for participation in the California Main Street
network as a Certified California Main Street Community. This Agreement sets forth the policy for
delivery of program services by California Main Street as well as conditions for local participation in
the network for the thirty-six month period beginning July 1, 2010, and ending June 30, 2013.
. California Main Street Services
The State Program agrees to deliver specific services to the Local Program participating as a
Certified California Main Street Community in the California Main Street network as follows:
A. Telephone and email technical assistance, consultation and research and processing of
yearly certification reporting;
B. Convene and conduct at least two network meetings per year;
C. Specialized informational services may be designed exclusively for certified communities;
D. Scholarships, as available on a competitive basis, to attend National Main Street or
California Main Street sponsored workshops and other select events;
E. On-site consultation services at subsidized rates;
F. Exclusive, free access to California Main Street's Reference and audio-visual lending
Library;
G. Other specialized services including available grant seeking assistance, members-only web
site, Program Activities Calendar and inclusion in California Main Street Celebrations; and
H. Entitlement to use the California Main Street Community logo in press releases and
marketing.
11. Local Program Participation & Reporting Requirements
Selection as a California Main Street Community establishes a partnership between the Local
and State Programs. In exchange for State services, the Local Program agrees to serve as a
resource for other Main Street programs and other California communities developing
downtown revitalization strategies; share program successes, problems and strategies with the

C. Adequate operating budget (operations and travel; it is also recommended that health
benefits for the Executive Director be included) with a diversified funding plan sufficient to
meet the future needs of the organization;
D. Clear historic preservation ethic;
E. Paid, professional full-time Main Street Executive Director; in the case of communities
with populations of less than 5,000, a half-time Executive Director may be employed with
prior State Program approval;
F. Organizational vision and mission statements relevant to community conditions and goals;
G. Comprehensive Main Street work plan with active standing committees on the Four Points
of the Main Street Approach;
H. Commitment to ongoing training and educational programs for staff and volunteers
including attendance at California Main Street network meetings, annual conferences, and
the National Main Street Conference;
1. Collection and reporting to California Main Street and the National Trust Main Street
Center of baseline economic and other data necessary to evaluate market position; and,
J. Annual membership in the National Main Street Network and State Coordinating Program.
V> Failure to Meet Conditions
A. Failure to meet the conditions stated in this Agreement places the Local Program's Certified
Main Street status in jeopardy. The Local Program's Board of Directors and City Manager
or County Administrative Officer will be notified of action necessary to retain status. Once
notified, the Local Program will be required to take immediate corrective action and will be
closely monitored by the State Program.
B. State Program staff will make every reasonable effort to determine the Local Program's
level of interest and intent to participate in the California Main Street network. However, if
failure to comply with any of the conditions for participation remains a chronic issue, the
State Program will submit formal notification that the Local Program's Main Street status is
terminated.
C. Reinstatement of Main Street status may be considered on a case-by-case basis within the
context of the State Program's workload and resources. Communities seeking to reinstate
their status as a Certified Community will be required to submit an application for
certification.
