approve the June 9, 2009, minutes with the following changes: Item V b, `Report' to replace

a. Discussion and Possible Action Regarding a request for a STOP sign on Standley
Street at Oak Street 3:33:52 PM
Member Seanor presented the item. Recommended action: 1) Recommend posting a
STOP sign on Standley Street at the intersection with Oak Street. 2) Refer to staff for
further analysis.
M/S Whitaker/Seanor to approve the recommended action to post a STOP sign on
Standley Street at the intersection with Oak Street and to also put in an island barrier at
this location. Motion failed by the following vote: AYES: Members Whitaker, Baxter and
Seanor. NOES: Members Taylor, Kageyama, Jordan and Turner. ABSENT: None.

MIS Taylor/Whitaker to have staff draft a letter to the Post Office requesting the
mailboxes be moved; if the mailboxes cannot be moved to Smith Street, staff will bring
this STOP sign issue back to the Committee. Motion carried by an all AYE voice vote of
the members present.
b. Discussion and Possible Action Regarding a request for a STOP sign on Perkins
Street at Oak Street4: 07:40 PM
Member Seanor presented the item. Recommended action: 1) Recommend posting a
STOP sign on Perkins Street at the intersection with Oak Street. 2) Refer to staff for
further analysis.
MIS Seanor/Whitaker to recommend posting a STOP sign on Perkins Street at the
intersection with Oak Street. Motion failed by the following vote: AYES: Members
Whitaker, Baxter and Seanor. NOES: Members Taylor, Kageyama, Jordan, and Turner.
ABSENT: None. ABSTAIN: None.
c. Discussion and Possible Action Regarding a request for a STOP sign on School
Street at Church Street 4:23:49 PM
Member Seanor presented the item. Recommended action: 1) Recommend posting STOP
signs on School Street at the intersection with Church Street. 2) Refer to staff for further
analysis.
MIS Whitaker/Baxter to recommend posting STOP signs on School Street at the
intersection with Church Street; as identified by these specific factors: sight distance and
diagonal parking. Motion carried by the following vote: AYES: Members Whitaker,
Baxter, Seanor and Kageyama. NOES: Members Jordan, Turner and Taylor. ABSTAIN:
None. ABSENT: None.
d. Discussion and Possible Action Regarding a request for a STOP sign on School
Street at Clay Street4 : 41 _1 - 26 PM
Member Seanor presented the item. Recommended action: 1) Recommend posting STOP
signs on School Street at the intersection with Clay Street. 2) Refer to staff for further
analysis.
M/S Baxter/Jordan to deny staff's recommendation to post STOP signs on School Street
at the intersection with Clay Street. Motion carried by the following vote: AYES:
Members Turner, Taylor, Jordan, Baxter, Kageyama and Whitaker. NOES: Member
Seanor. ABSTAIN: None. ABSENT: None.
e. Discussion and Possible Action Regarding a request for STOP signs on
Washington Avenue at Helen Avenue 3:12:31 PM
Member Seanor presented the item. Recommended action: 1) Recommend posting STOP
signs on Helen Avenue at the intersection with Washington Avenue. 2) Recommend
painting red curb and/or posting No Parking for the standard lengths adjacent to the
intersection. 3) Refer to staff for further analysis.
MIS Baxter/Taylor to recommend posting STOP signs on Helen Avenue at the
intersection with Washington Avenue, and either paint the curb red or post No Parking for
the standard lengths adjacent to the intersection; as identified by these specific factors:
sight distance, crosswalk, school present at this location, intersection is on a hill.

Member Seanor informed the Committee that the City received funding from the American
Recovery and Reinvestment Act (ARRA). Some of this money will be used for repaving,
reconstructing and putting in ADA ramps on South Dora from Washington to Luce. This is going
for construction this summer. The stimulus money will also be used for putting in ADA ramps and
repaving State Street from Gobbi to Scott and Dora Street from Luce to Mill.
Other projects taking place this summer include the Gobbi/Oak Manor/Babcock Lane
Realignment, and intersection improvements at Perkins and Orchard.

SUBJECT: Discussion Regarding Possible Elimination of the Traffic Engineering
Committee
Agenda Item 4a.
REQUEST: The City Council is considering eliminating various committees and commissions.
The Director of Public Works/City Engineer requested that the Traffic Engineering Committee
(TEC) review and discuss this matter.
DISCUSSION: The TEC has been an important committee of the City of Ukiah since its
establishment in 1963. Please refer to Attachment "A", for the respective sections of City Code
regarding the TEC. The TEC provides an excellent forum for review and discussion of various
City traffic matters. Citizens are invited and encouraged to participate in meetings and to discuss
their traffic issues. Each TEC member each brings his/her particular experience to the meeting.
Traffic concerns are thoroughly reviewed and evaluated at each meeting. The TEC strives to
make certain that all traffic control devices installed in the City are necessary, warranted, and
appropriate for the respective location. The TEC also conducts abandoned vehicle abatement
hearings. TEC packets are scanned and delivered electronically by email. TEC meetings are
routinely only an hour long. TEC meetings are scheduled on a monthly basis. However, if there
are no agenda items, TEC meetings are cancelled. If necessary, the TEC could switch to holding
regular meetings only on a quarterly basis.
RECOMMENDATION: Staff is submitting this report for review and discussion by the Traffic
Engineering Committee (TEC).
The following are suggested actions that the TEC may want to consider:
1. Forward a copy of this report to the Director of Public Works/City Engineer.
2. Take no action.

§7030: CITY TRAFFIC ENGINEER; OFFICE ESTABLISHED: The office of City
Traffic Engineer is hereby established. The office of City Traffic Engineer shall
consist of a committee who shall serve without additional compensation, consisting of the
City Manager, the Chief of Police, the City Engineer, the Planning Director, the
Superintendent of Public Works or their duly appointed representatives, together with a
representative of the local transit authority, and two (2) City residents of driving age, each
of whom may from time to time be determined and appointed by the Council. The
chairman shall be chosen by vote of the committee. Any member of such committee,
whether appointed by this Chapter or by action of the Council, may be removed by the
Council at any time. (Ord. 553, §1, adopted 1963; Ord. 985, §1, adopted 1997; Ord. 1025,
§1, adopted 2000)
§7031: USE OF TERM "CITY TRAFFIC ENGINEER": Whenever in this Chapter the
designation or term "City Traffic Engineer" is used, it shall mean the
committee comprising the office of City Traffic Engineer acting through a majority of the
members thereof, or a duly authorized representative of the office of City Traffic
Engineer. All references to the office of City Traffic Engineer in the masculine gender
shall include the feminine and neuter and the singular shall include the plural. (Ord. 553,

§7032: POWERS AND DUTIES UNDER THIS CHAPTER: The City Traffic Engineer
shall exercise the powers and duties as provided in this Chapter and in the
traffic laws in this City. Whenever the City Traffic Engineer is required or authorized to
place or maintain official traffic-control devices or signals, he may cause such devices or
signals to be placed or maintained. (Ord. 553, §4, adopted 1963)
§7033: POWERS AND DUTIES GENERALLY; DELEGATION OF AUTHORITY: It
shall be the general duty of the City Traffic Engineer to determine the
installation and proper timing and maintenance of traffic-control devices and signals, to
conduct engineering analyses of traffic accidents and to devise remedial measures, to
conduct engineering and traffic investigations of traffic conditions and to cooperate with
other City officials in the development of ways and means to improve traffic conditions,
and to carry out the additional powers and duties imposed by ordinances of this City.
Whenever, by the provisions of this Chapter, a power is granted to the City Traffic
Engineer or a duty imposed upon him, the power may be exercised or the duty performed
by his deputy or by a person authorized in writing by him. (Ord. 553, §1, adopted 1963)
§7034: MEETINGS; RECORDS: The City Traffic Engineer shall hold at least one
regular meeting each month. It shall adopt rules for the transaction of
business and shall keep a record of its resolutions, transactions, findings and

SUBJECT: Park Boulevard - Request for School Zone Signage
Agenda Item 5a.
REQUEST: Staff received a letter Attachment "A" from Beau Johnson requesting school
signage on Park Boulevard. Mr. Johnson is concerned regarding a lack of signage
acknowledging the school and has suggested a school speed limit sign similar to the S5-1 sign
on Attachment "B".
DISCUSSION: The Ukiah Cooperative Nursery School located at 444 Park Boulevard was
started in the early 1950's and serves preschool age children. The school property is fenced. An
aerial photo map, Attachment "C", is provided to show the general layout of Park Boulevard.
Curb side parking is provided for both sides of each street. Park Boulevard is 29 feet in width.
There is an existing yellow crosswalk on Park Boulevard at its intersection with Park Place. On
Park Blvd. at the intersection of Walnut Ave. (facing SE bound traffic) there is a "Slow Children at
Play" sign. On Park Boulevard, just uphill from the Park Boulevard - Todd Road - Barnes Street
intersection, (facing NW bound traffic) there is a pedestrian crossing sign. In review of the
Manual of Uniform Traffic Control Devices (MUTCD) chapter on traffic controls for school areas
staff found general reference to schools being considered as elementary and secondary. Please
refer to Attachment "D" which is a section from the MUTCD regarding school speed limit signs.
In order to post a reduced speed limit of 20 mph, a separate engineering and traffic survey
(speed zone survey) is required. Park Boulevard is a local residential street and therefore has a
prima facie speed limit of 25 mph. As such, staff recommends posting 25 mph speed zone signs
on Park Boulevard in order to reinforce the prima facie speed limit.
RECOMMENDATION: Staff is submitting this report for review and discussion by the Traffic
Engineering Committee (TEC).
The following are suggested actions that the TEC may want to consider:
1. Recommend posting 25 mph speed zone signs on Park Boulevard.
2. Recommend posting 25 mph speed zone signs with the addition of "SCHOOL" sign plates
on Park Boulevard.
3. Recommend posting another type of school zone sign.

FROM: Beau Johnson and parents of Ukiah coop Nursery Students
RE: sign to protect children
As a parent of young children attending the Ukiah coop Nursery School, I
and many of the parents are concerned at a lack of signage designating a
school is present and requesting traffic slow down and be watchful in the
area.
As part of a group of parents, we respectfully request that a sign such as one
saying SLOW TO XX MILES when children present be placed at an
appropriate spot near the school.
We understand that this many not be in the cities plans or budget. If such is
the case, please let us know what needs to be done to get such a sign erected.
Because of all the activity surrounding the school, Anton Stadium, Todd
Grove park the golf course and more, we feel such a sign will be extremely
beneficial to all concerned,
Please let us know your decision and what needs to be done to get a sign in
place.
