1. CALL TO ORDER: 3:08:25 PM
2. APPROVAL OF MINUTES:
MIS Kageyama/Taylor it was carried by an all AYE voice vote of the members present to
approve the June 9, 2009, minutes with the following changes: Item V b, `Report' to replace
`Agenda Summary Report.'
3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS:
The Traffic Engineering Committee welcomes input from the audience. In order for everyone to be heard,
please limit your comments to three (3) minutes per person and not more than 10 minutes per subject. The
Brown Act regulations do not allow action to be taken on non-agenda items.

a. Discussion and Possible Action Regarding a request for a STOP sign on Standley
Street at Oak Street 3:33:52 PM
Member Seanor presented the item. Recommended action: 1) Recommend posting a
STOP sign on Standley Street at the intersection with Oak Street. 2) Refer to staff for
further analysis.
MIS !Whitaker/Seanor to approve the recommended action to post a STOP sign on
Standley Street at the intersection with Oak Street and to also put in an island barrier at
this location. Motion failed by the following vote: AYES: Members Whitaker, Baxter and
Seanor. NOES: Members Taylor, Kageyama, Jordan and Turner. ABSENT: None.
ABSTAIN: None.

M/S Taylor/Whitaker to have staff draft a letter to the Post Office requesting the
mailboxes be moved; if the mailboxes cannot be moved to Smith Street, staff will bring
this STOP sign issue back to the Committee. Motion carried by an all AYE voice vote of
the members present.
b. Discussion and Possible Action Regarding a request for a STOP sign on Perkins
Street at Oak Street4: 0 7 : 4 0 PM
Member Seanor presented the item. Recommended action: 1) Recommend posting a
STOP sign on Perkins Street at the intersection with Oak Street. 2) Refer to staff for
further analysis.
/S Seanor/Whitaker to recommend posting a STOP sign on Perkins Street at the
intersection with Oak Street. Motion failed by the following vote: AYES: Members
Whitaker, Baxter and Seanor. NOES: Members Taylor, Kageyama, Jordan, and Turner.
ABSENT: None. ABSTAIN: None.
c. Discussion and Possible Action Regarding a request for a STOP sign on School
Street at Church Street 4:23:49 PM
Member Seanor presented the item. Recommended action: 1) Recommend posting STOP
signs on School Street at the intersection with Church Street. 2) Refer to staff for further
analysis.
M/S Whitaker/Baxter to recommend posting STOP signs on School Street at the
intersection with Church Street; as identified by these specific factors: sight distance and
diagonal parking. Motion carried by the following vote: AYES: Members Whitaker,
Baxter, Seanor and Kageyama. NOES: Members Jordan, Turner and Taylor. ABSTAIN:
None. ABSENT: None.
d. Discussion and Possible Action Regarding a request for a STOP sign on School
Street at Clay Street4 :41:26 PM
Member Seanor presented the item. Recommended action: 1) Recommend posting STOP
signs on School Street at the intersection with Clay Street. 2) Refer to staff for further
analysis.
M/S Baxter/Jordan to deny staff's recommendation to post STOP signs on School Street
at the intersection with Clay Street. Motion carried by the following vote: AYES:
Members Turner, Taylor, Jordan, Baxter, Kageyama and Whitaker. NOES: Member
Seanor. ABSTAIN: None. ABSENT: None.
e. Discussion and Possible Action Regarding a request for STOP signs on
Washington Avenue at Helen Avenue 3:12:31 PM
Member Seanor presented the item. Recommended action: 1) Recommend posting STOP
signs on Helen Avenue at the intersection with Washington Avenue. 2) Recommend
painting red curb and/or posting No Parking for the standard lengths adjacent to the
intersection. 3) Refer to staff for further analysis.

M/S Baxter/Taylor to recommend posting STOP signs on Helen Avenue at the
intersection with Washington Avenue, and either paint the curb red or post No Parking for
the standard lengths adjacent to the intersection; as identified by these specific factors:
sight distance, crosswalk, school present at this location, intersection is on a hill.
Motion carried by the following vote: AYES: Members Taylor, Whitaker, Seanor, and
Baxter. NOES: Members Turner, Kageyama and Jordan. ABSTAIN: None. ABSENT:
None.

7. MISCELLANEOUS ITEMS:4:48:19 PM
Member Seanor informed the Committee that the City received funding from the American
Recovery and Reinvestment Act (ARRA). Some of this money will be used for repaving,
reconstructing and putting in ADA ramps on South Dora from Washington to Luce. This is going
for construction this summer. The stimulus money will also be used for putting in ADA ramps and
repaving State Street from Gobbi to Scott and Dora Street from Luce to Mill.
Other projects taking place this summer include the Gobbi/Oak Manor/Babcock Lane
Realignment, and intersection improvements at Perkins and Orchard.
