ROLL CALL
Ukiah City Council met at a Strategic Planning Workshop Special Meeting on March 31,
2010, the notice for which being legally noticed on March 30, 2010. Mayor Thomas
called the meeting to order at 5:37 pm. Roll was taken with the following
Councilmembers present: Landis, Crane, Rodin (arriving 5:14), Baldwin, and Mayor
Thomas. Councilmembers absent: None. Staff present: City Manager Chambers,
Assistant City Manager Sangiacomo, Human Resource Director Harris, Finance Director
Elton, Community Services Supervisor Merz, Planning and Community Development
Director Stump, and City Clerk Currie (for roll call).
2. WORK STUDY SESSION
a. Strategic Planning Retreat: The City Council engaged in a strategic planning
effort in 07/08 that resulted in developing shared goals. These goals have been
used to guide policy decision making since that time, but the work of creating
measurable outcomes by which to judge progress towards achieving the goals,
was not completed as part of that strategic planning effort. This item has been
placed on the agenda in order to provide the City Council an opportunity to
discuss scheduling a retreat for the purpose of continuing the strategic planning
effort by creating measurable outcomes related to the goals adopted by the City
Council.
b. Discussion regarding further reductions to the City's General Fund budget: The
City Council may discuss how priorities for services will be established, as a
guide, should further reductions (in excess of those already made over the
course of the last two fiscal years) be necessary to achieve a balanced budget in
the FY 2011/2012 fiscal year. Topic may also include discussion of citizen
involvement. The Council may also discuss priorities for any further reductions
that may be necessary, or desired, in the proposed budget for the upcoming
fiscal year of 2010/2011.
C. Report to Council from staff on various actions to streamline costs, maximize use
of City resources, and to look for new ways to provide service and share costs.
