Dear Ms. Chambers
This letter of engagement along with the attached document
represents the agreement between the City of Ukiah and myself,
Ed Everett a consultant.
Task
My role will be to assist you and the department heads in
developing a budget process that meets the needs of the
departments, yourself and the city council. The attached document
outlines the products that will likely be developed.
Costs
You agree to cover my travel costs by car from Redwood City to
Ukiah for a minimum of 2 trips (based on IRS mileage
reimbursement rates). You also agree to pay for my services, an
amount that you shall solely determine based on my value added to
the organization and the success of this intervention process. I
will not disagree nor challenge the price you pay me.
Termination
Either you or I may terminate this agreement for any reason.
If this agreement is terminated you agree to cover my travel costs
and you will have sole discretion regarding any additional fee you
believe I have earned.

Task
I will assist you and your department heads in
developing a better budgeting process that meets the
needs of you and the council.
Organizational Issues
1. Need to get department heads buy-in
2. Need to have processes that:
a. Develop service level reduction packages
b. Develop some benchmarking of services for most
departments
c. Develop substantial citizen input/feedback to
council on budget options
d. Develop a package of options for council
including but not limited to: Service level
reduction packages, new revenue, 2-3 yr budget
strategy for dealing with financial situation, other
Council Issues
1. Give council a budget review process that allows them
to focus and make important decisions about:
a. Service level reduction packages vs. line item
reviews
b. New revenue options (new monies or tapping
enterprise funds)
c. 2-3 year budget reduction strategy
d. Citizen input and feedback
e. Possible future studies to consider additional
options
Proposed expenditure of m time
1 Day: Meet with and interview all department heads and
city manager
1 /2Day: Develop a proposal/agenda for a department head
work session on budget issues
1 Day: Work session/Retreat with department heads on
budget issues.
Unknown: Spend some time coaching (over the phone)
whoever is in charge of facilitating the citizen
input sessions.
