Member Seanor presented the item.
Member Wojcieszak discussed the item. Member Wojcieszak informed the Committee
that the Police Department is enforcing the camping ordinance as well as the abandoned
vehicle abatement in that area.
Consensus of the members present is to encourage the public to make phone calls to
City Hall with complaints if people appear to be parking for longer than permissible. The
Police Department can then cite them for illegal camping or for vehicle abatement. If a

vehicle is parked there for more than three days, the Police Department can then mark it
as an abandoned vehicle and it will be towed, per the City of Ukiah Ordinance.

a. Discussion and Possible Action Regarding Request for STOP signs on Waugh Lane
at the Doolan Creek bridge.
Member Seanor presented the item. Recommended action: Staff is submitting this report
for review, discussion and possible action by TEC.
Member Whitaker suggested that two STOP signs be put in place o Waugh Lane at the
Doolan Creek bridge. In addition, Member Whitaker requested t MROCEED WHEN
CLEAR" sign be posted with each STOP sign. The STOP sig r to re uested to reduce
vehicle speed and to allow only one vehicle on the bridge a erne. The bridge is
deteriorating and having people stop before proceeding r e' : ith preservation of the
bridge.

SUBJECT: Parking request — Main Street south of Mill Street
Agenda Item 5a.
REQUEST: At the June 2007 and July 2007 TEC meetings, the TEC recommended approval of
the request to re-establish six on -street parking spaces on South Main Street near Mill Street.
Please refer to the attached photo, Attachment "A". Accordingly, staff prepared an agenda
report and submitted to City Council for approval. City Council denied the request to re-establish
the on -street parking spaces due to their concern for sight distance for vehicles exiting the
parking lots along Main Street. Mr. Donald J. Howard has submitted a new request to re-
establish parking on the west side of South Main Street near Mill Street. In addition, Mr. Howard
requested time limited parking along Main Street south of Mill Street. Please refer to Attachment
"B" for a copy of Mr. Howard's request.
DISCUSSION: Mr. Howard informed staff that a new restaurant, Simona's Italian Restaurant will
be opened on the lower level of the building at the southwest corner of Main Street and Mill
Street. Upstairs, The Office Bar will be opened. Mr. Howard added that he has recently marked
an ADA parking space in the parking lot for his restaurant, thus losing one regular parking space.
Staff spoke to Mr. Howard regarding the parking issues and sight distance issues at the corner of
Mill Street and Main Street. Staff informed Mr. Howard that the hedge along the frontage of his
property could not be taller than 3 feet. Mr. Howard agreed to trim the hedge to the required
height. Staff measured the hedge at 4.3 feet to 4.5 feet in height. Please refer to the attached
photo, Attachment "C". Staff evaluated the intersection for corner sight distance in accordance
with the Caltrans Highway Design Manual. For a 25 mph speed zone (as posted on South Main
Street, the sight distance required for vehicles on Mill Street is 275 feet. Once the driver pulls
forward past the large street tree on the southwest corner of Mill Street and South Main Street,
the required sight distance is available even with the proposed restoration of the six on -street
parking spaces.
In order to free up parking spaces along South Main Street, the TEC may want to consider
establishing a two-hour parking limit for both sides of Main Street south of Mill Street. This would
encourage a regular turn over of vehicles and therefore increase the parking potential of the
area.
Another concern relates to vehicles exiting the parking lot driveways on South Main Street. As
previously discussed, the proposed on -street parking spaces are likely to be utilized during the
evening hours when the bank and the travel agency are closed. In addition, the proposed six on-

street parking spaces are proposed for two-hour parking limits. There will likely be a regular
turn -over of vehicles that utilize this parking during daytime hours. Therefore, staff does not
believe that there will be an issue regarding sight distance for vehicles exiting the driveways.
RECOMMENDATION: Staff is submitting this report for review and discussion by the TEC.
Staff has provided the following options for consideration:
1. Recommend approval of the request to reestablish on -street parking and refer to City
Council for formal action.
2. Recommend establishing a 2 -hour parking limit for both sides of Main Street south of Mill
Street
3. Refer to staff for further analysis.

Dear Mr.Seanor:
I am requesting that changes be made to the posted street -side parking near the intersection of the
Mill and Main Streets to permit additional and more frequent parking for patrons at the restaurant on
the corner of Mill and Main Streets.
As the owner of the commercial property at this location, I have seen several changes to Main Street
and the related parking facilities at this location. Prior to our purchase of the restaurant at 131 E. Mill
Street, Main Street terminated its Southerly progress at Mill Street and the land for the restaurant
(known at that time as the Coach House) extended Easterly to the railroad right of way and the area
now occupied by Main Street was the parking area for the patrons of the restaurant.
When the City extended Main Street Southerly to Gobbi Street, the parking area for the restaurant
was severely reduced. but the effect was mitigated by the addition of street parking spaces along
Main Street.. Then, with the development of the property on the East side of the extended Main
street, there has been extended use of these parking spaces and the City has red zoned areas on the
West side of Main street.
This situation has impacted the business at 131 E. Mill Street considerably and I am requesting a
review by your office of the street side parking at this location. Of particular concern are the
following:
1, There is no time limitation for the street parking on Main Street from Mill Street to Gobbi Street
and the residents in the area are taking due advantage of the fact. There are time limits on the
parking on Main Street from Mill Street to Perkins Street.
2. The street curbs of Main Street in front of the restaurant have recently been alternately painted
red and then plain, only to be red again.. Additional parking places here would help alleviate the
problem as the street appears quite wide at this location. For many years there were no red
painted curbing there.
During these times, every effort is being made to increase business in the City and good traffic is an
inducement and parking is essential for the traveler. The previous tenant cited the lack of street
parking as a prime factor in their failure. Now, with the advent of a new tenant, I would not like to
have a repeat of this complaint by having the City accommodate this request. Thanking you in
