1. CALL TO ORDER: 3:02:24 PM
2. APPROVAL OF MINUTES:
MIS Seanor/Lampi it was carried by an all AYE voice vote of the members present to approve
the April 14, 2009, minutes as submitted.
3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS:
The Traffic Engineering Committee welcomes input from the audience. In order for everyone to be heard,
please limit your comments to three (3) minutes per person and not more than 10 minutes per subject. The
Brown Act regulations do not allow action to be taken on non-agenda items.
Tim Eriksen, Director of Public Works/City Engineer informed the Committee that the City Council
has been discussing the elimination of certain Committees and Commissions. Mr. Eriksen would
like the Committee to add this item to the next Committee meeting agenda for review and
discussion of possible options the Committee may have to lessen the impact on staff as much as
possible. One option is to hold the Traffic Engineering Meetings quarterly rather than monthly.

a. Discussion regarding Parking on Hamilton Drive and Hospital Drive
Member Seanor presented the item.
Member Wojcieszak discussed the item. Member Wojcieszak informed the Committee
that the Police Department is enforcing the camping ordinance as well as the abandoned
vehicle abatement in that area.
Consensus of the members present is to encourage the public to make phone calls to
City Hall with complaints if people appear to be parking for longer than permissible. The
Police Department can then cite them for illegal camping or for vehicle abatement. If a

vehicle is parked there for more than three days, the Police Department can then mark it
as an abandoned vehicle and it will be towed, per the City of Ukiah Ordinance.
5. NEW BUSINESS: 3:24:35 Pm
a. Discussion and Possible Action Regarding Request for STOP signs on Waugh Lane
at the Doolan Creek bridge.
Member Seanor presented the item. Recommended action: Staff is submitting this report
for review, discussion and possible action by TEC.
Member Whitaker suggested that two STOP signs be put in place on Waugh Lane at the
Doolan Creek bridge. In addition, Member Whitaker requested that a "PROCEED WHEN
CLEAR" sign be posted with each STOP sign. The STOP signs are requested to reduce
vehicle speed and to allow only one vehicle on the bridge at a time. The bridge is
deteriorating and having people stop before proceeding will help with preservation of the
bridge.

approve that two STOP signs be put in place on Waugh Lane at the Doolan Creek bridge;
that a "PROCEED WHEN CLEAR" sign be posted with each STOP sign; and that at the
time of the bridge upgrade the Traffic Engineering Committee readdress the STOP sign
usage at this location.
b. Discussion and Possible Action Regarding Request for STOP signs on Orr Street at
the Orr Creek bridge. 3:42:18 PM
Member Lampi presented the item. Recommended action: Staff is submitting this report
for review, discussion and possible action by TEC.
Member Whitaker has requested STOP signs on Orr Street at the Orr Creek bridge and a
"PROCEED WHEN CLEAR" sign be posted with each STOP sign. The signage has been
requested to reduce vehicle speed and to allow only one vehicle on the bridge at a time.
Plates are proposed to be installed on the bridge which will cause it to be slippery. It is
anticipated that the STOP signs only be temporary.
M/S Whitaker/Seanor it was carried by an all AYE voice vote of the members present to
approve that two STOP signs be installed on Orr Street at the Orr Creek bridge; a
"PROCEED WHEN CLEAR" sign be posted with each STOP sign; a "Slippery when Wet"
sign be installed with each STOP sign; and that once the new deck has been installed the
Traffic Engineering Committee readdress the STOP sign usage at this location.
6. COMMITTEE MEMBER REPORTS:
Member Seanor reported that the Downtown Streetscape Improvement Plan Public Workshop is
taking place tonight at the Conference Center for those who are interested.
