Discussion and possible action regarding dual MTA bus stops and yellow loading zones on West Perkins Street and West Standley Street. Member Seanor presented the item. Recommended Action: Discuss the item and provide direction to staff. Marty Nelson, MTA representative, discussed the item. Consensus of the members present is to have MTA report back to TEC at the next meeting about which companies are using the yellow loading zones. With that information the committee can then make a decision on whether to send letters or directly contact those companies in regards to the problem MTA is encountering. a. Discussion and possible action regarding passenger loading zone and crosswalk on Leslie Street at River Oak Charter School. TEC 4115!08 Page 1 of 3 Member Seanor presented the item. Recommended Action: 1) Approve the passenger loading zone at River Oak Charter School. 2) Deny the request for a new mid-block crosswalk. Public soeaking to the item: Kathleen Thompson, Principal for River Oak Charter School expressed concern on the children's safety and would like to see that area become an official passenger loading zone. Discussion and possible action regarding ofstreet parking, Church-Street and Stephenson St. Member Seanor presented the item. Recommended Acton: 1) Discuss item and provide direction to staff. Staff speaking to the item: Chuck Yates, Fire Marshall, City of Ukiah, discussed and explained the problems the Tire department encounte?s ;arid that risks that arise when trying to use Church and g°tephenson in route to theirernergency calls. Member Townsend made a motipn to est®blish.no parking on one side of the street for the total length of Church and Stephenson, West of Dora. Motion failed due to lack of second. Agenda Item 5a. REQUEST: The Traffic Engineering Committee (TEC) received a request from Steve Turner to discuss the new lane lines which were recently striped as part of the Rite Aid project at the corner of Gobbi Street and South State Street. DISCUSSION: Staff has received several concerns regarding the new lane configuration on the eastbound approach to the intersection. As a condition of approval of their project, Rite Aid was required to improve their street frontage as well as align the travel lanes for Gobbi Street on each side of the intersection. For the eastbound approach, the realignment resulted in additional paved shoulder width along the south side of the eastbound through lane. The design engineer, Whitlock and Weinberger Transportation (W-Trans), had indicated that the small radius curb return and angle of the intersection would not allow for a dedicated right-turn lane at this location, since larger vehicles would not be able to negotiate the sharp turn from within the lane. Instead, the extra shoulder width was marked with parking "T"s for street parking in order to emphasize that it is not a travel lane. An additional stripe for the right side of the bike lane was intended to be added to the eastbound approach to better define the bike lane, however this was inadvertently omitted by the striping contractor with the initial striping operation. It appears that some motorists are confused as to where aright-turning vehicle should approach the intersection -from the through lane or from the right shoulder area. California Vehicle Code Section 22100(a) states "Both the approach for aright-hand turn and aright-hand turn shall be made as close as practicable to the right-hand curb or edge of the roadway..." (see attachment) The intent of the striping was to allow for most vehicles to use available space along the right hand shoulder for right turns, per the Vehicle Code, however larger vehicles would legally be able to stay in the through travel lane in order to negotiate the tight turn. Page 2 Discussion and Possible Action Regarding New Lane Configuration at the Intersection of Gobbi Street and South Stale Street September 16, 2008 At this time staff is working with the developer to get the bike lane striping completed, and as recommended by W-Trans, cross-hatch the paved shoulder area just west of the first parking "T". This should help emphasize the presence of the bike lane and parking lane. The two dashed bike lane lines will reinforce that right-turning vehicles can cross-over to the right. The City is also working with a consulting engineer to consider potential reconstruction of the southwest corner of the intersection (in front of Washington Mutual) with a larger radius curb return to allow for a fully dedicated right turn lane and eliminate the parking lane. Except as provided in Section 22100.5 or 22101, the driver of any vehicle intending to turn upon a highway shall do so as follows: (a) Right Turns. Soth the approach for a right-hand turn and a right-hand turn shall be made as close as practicable to the (1) Upon a highway having three marked lanes for traffic moving in one direction that terminates at an intersecting highway accommodating traffic in both directions, the driver of a vehicle in the middle lane may turn right into any lane lawfully available to traffic moving in that direction upon the roadway being entered. (2) If a right-hand turn is made from a one-way highway at an intersection, a driver shall approach the turn as provided in this subdivision and shall complete the turn in any lane lawfully available to traffic moving in that direction upon the roadway being entered. (3) Upon a highway having an additional lane or lanes marked for a right turn by appropriate signs or markings, the driver of a vehicle may turn right from any lane designated and marked for that turning movement. (b) Left Turns. The approach for a left turn shall be made as close as practicable to the left-hand edge of the extreme left-hand lane or portion of the roadway lawfully available to traffic moving in the direction of travel of the vehicle and, when turning at an intersection, the left turn shall not be made before entering the intersection. After entering the intersection, the left turn shall be made so as to leave the intersection in a lane lawfully available to traffic moving in that direction upon the roadway being entered, except that upon a highway having three marked lanes for traffic moving in one direction that terminates at an intersecting highway accommodating traffic in both directions, the driver of a vehicle in the middle lane may turn left into any lane lawfully available to traffic moving in that direction upon the roadway being entered. 22100.5. No driver shall make a U-turn at an intersection controlled by official traffic signals except as provided in Section 21451, and then only from the far lefthand lane that is lawfully available to traffic moving in the direction of travel from which the turn is commenced. No driver shall make a U-turn at an intersection controlled by official traffic control devices except from the far lefthand lane that is lawfully available to traffic moving in the direction of travel from which the turn is commenced. 22101, (a) The Department of Transportation or local authorities in respect to highways under their respective jurisdictions, may cause official traffic control devices to be placed or erected within or adjacent to intersections to regulate or prohibit turning movements at such intersections. Dora St. between Walnut Ave. and Grove Ave. Agenda Item 5b. REQUEST: Staff received a request from MTA to establish bus stops on North Dora Street between Walnut Avenue and Grove Avenue. Please refer to Attachment "A" which is a copy of an email requesting the bus stops. Please note Attachment "B" for MTA's description/map/photos of the proposed bus stops. Please note Attachment "C" for a photomap of the proposed bus stop locations. RECOMMENDATION: Staff is submitting this report for review and discussion by the TEC. Staff has provided the following options for consideration: 1. Recommend approval of the bus stops / no parking zone and refer to City Council for formal action. 2. I am inquiring about the possibility of adding another stop to the #9 bus route nearer to my home. Presently, the route includes a stop on West Standly Street and one on North Dora Street at the Pomolita School track--with none in between. The distance between the two stops is 0.9 miles according to my car's odometer. I wish to start riding the bus to work, and would do so immediately if you could place a stop at North Dora and Grove, or at North Dora and Walnut Avenue. Another possibility might be to locate a stop at Todd Grove Park on Live Oak Avenue. This would require re-routing the #g, but might benefit more people on the West Side as well as passengers wishing to visit the Park. I want to do my part to improve air quality, save money on gasoline, and to slow down global warming. Adding another bus stop in my neighborhood would help me "make a difference". I understand you need to secure City of Ukiah approval; please let me know if I can help in any way. If I am available to attend a meeting or the City Traffic Committee I would be happy to do so. OF PUBLIC WORKS We have had multiple requests for northbound and southbound bus stops on Dora at Walnut. At this time we have no stops on Dora north of Perkins, a much longer distance than normal. We would like to establish a northbound stop and red zone on Dora, just north of Walnut and we would like to pair that stop with a midblock southbound stop between the drive to the garage and the dirt alley. Our buses have been safely dropping passengers off at both locations when it is safe to do so but it is hard for our passengers to understand exactly what they need to do in order to catch the bus in this area so an official stop would really help. REQUEST: The Traffic Engineering Committee (TEC) received a request from Kathy Smith, Administrative Director Support Services of Ukiah Valley Medical Center (UVMC), for a no parking zone and placement of speed zone signs on Hospital Drive. Please refer to Ms. Smith's request letter, Attachment "A". A photomap, Attachment "B", has been provided to show the approximate location for the no parking zone. DISCUSSION: Ms. Smith has requested a no parking zone along the east side of Hospital Drive opposite the new medical office building. According to Ms. Smith, there is substantial pedestrian traffic from UVMC to the new building on the west side of Hospital Drive. By providing a 25 foot no parking zone on the east side of Hospital Drive, pedestrians will be more visible to vehicular traffic when crossing the street. Hospital Drive, due to the concentration of medical offices/facilities qualifies as a business district in accordance with California Vehicle Code (CVC) section 235. CVC section 22352(a)(2)(A) provides for a prima facie speed limit of 25 mph in business districts. Further, CVC section 40802 allows enforcement of the 25 mph speed zone since Hospital Drive is identified as a "local" street on the City of Ukiah's federal-aid system map. Therefore, Hospital Drive can be legally posted fora 25 mph speed zone. Please refer to Attachment "C" for the various CVC sections.
