REQUEST: The Traffic Engineering Committee (TEC) received a request from Kathleen Thompson, School Administrator of River Oak Charter School, to review a request for a passenger loading zone and crosswalk on Leslie Street at the River Oak Charter School. Please refer to Ms. Thompson's request letter, Attachment "A". DISCUSSION: This item was previously reviewed by the TEC in 2005. At the conclusion of the discussion in 2005, the TEC declined to add a new mid-block crosswalk on Leslie Street. The TEC recognized that the existing yellow school crosswalk, which now has ADA ramps on each side of the street, provides a dual purpose of serving the Ukiah Senior Center as well as the River Oak Charter School. At that time, it was determined that it was not appropriate to have two mid-block crosswalks in close proximity. Please refer to the attached photographs, Attachment "B", which show the location of the yellow school crosswalk and ADA ramps. Also in 2005, staff noted that the existing white passenger loading zone was not approved by the TEC. A passenger loading zone is appropriate at this location. The length of the passenger loading zone should be determined by the TEC. The TEC is authorized to establish loading zones per City Code Section 7180, Attachment "C". OF PUBLIC WORKS Rick Senor, 2i 25/08 I am writing this letter in regard to my observed need for a passenger loading and unloading zone in front of River Oak Charter School. Currently a section of the curb is painted white, but per our conversation you indicated that is not listed as a loading zone with the City. I would appreciate your consideration and review of the need for a passenger loading zone in front of the school located at 555 Leslie Street within the City of Ukiah. My concern stems from the congestion and need for safety in regard to students when being dropped off or picked up from school. While reviewing this matter. would you also look into the need for a crosswalk in front of the school? I appreciate any and all consideration of my expressed concerns by the necessary committees. No. 650, §2, adopted 1973) CITY OF UKIAH MEMORANDUM DATE: April 11, 2008 TO: Traffic Engineering Committee FROM: Rick Seanor, Deputy Director of Public Works R~ SUBJECT: Discussion and Possible Action Regarding On Street Parking, Church Street and Stephenson Street Agenda Item 5b. REQUEST: The Traffic Engineering Committee (TEC) received a request (Attachment "A") from Monica Givens, to review curbside parking on Church Street and Stephenson Street. Ms. Givens lives on the 800 block of West Church Street. In this block, there are no restrictions for parking. Ms. Givens states that Trinity School employees choose to park along Church Street rather than utilize a nearby parking lot. When vehicles are parked along both the north and the south sides of West Church Street, the remaining travel lane is very narrow, and on occasion, Fire Department vehicles have been unable to negotiate the street. In addition, vehicles park too close to driveways causing difficulty for residents in utilizing their driveways. DISCUSSION: This item was previously reviewed by the TEC in 2001 and 2002. At the conclusion of those meetings, the TEC referred the discussion of narrow streets to the consultant working on the City's Traffic Circulation Study. However, the City Traffic Circulation Study did not provide discussion or recommendation regarding these street widths and the parking situation. Please refer to copies of the December 17, 2001 TEC report and various TEC minutes for 2001 and 2002, Attachment "B". Church Street from Dora Street to Hortense Street is 28 feet wide. The remainder of Church Street west of Hortense Street is 25 feet in width. Stephenson Street from Dora Street to Spring Street is 22 feet wide. Stephenson Street from Spring Street to Hope Street is 24 feet in width. City of Ukiah standards call for 12-foot wide travel lanes and 8 foot wide parallel parking stalls at the curb. By restricting parking on one side of Church Street, travel lanes between Dora Street and Hortense Street would be 10 feet wide. On Church Street west of Hortense Street, travel lanes would be 8.5 feet wide if parking were permitted only on one side of the street. OF PUBLIC WORKS Per our recent conversation, I am submitting this written request to have the parking /fire hazard situation evaluated on my block. 1 currently reside at 806 West Church St in Ukiah, and am unable to use my driveway due to Trinity School employees that refuse to use the parking lot assigned to them. I am 9 months pregnant, and pazk my vehicles on the street in case I need to get to the hospital. I realize that pazking on the street narrows the roadway and causes a fire hazazd, but with my current situation, 1 feaz I will be blocked in my driveway when I go into labor. I have been informed that in past years, there have been fires in my neighborhood that were unable to be detained due to the lack of access on my block. The 800 block of West Church Street is currently one of the only remaining blocks that allow parking on both sides of the street. At this time, I am concerned for the safety of myself and other neighbors that live in these 19~' century houses with old wiring. I can't imagine losing my home, pets and belongings because of the laziness of the employees at Trinity School. Trinity School has informed me that they installed another parking lot, 20 feet from the street, for the employees to use. This parking lot is on Trinity property, and is marked for employee use only. The employees feel. that this is too far to walk, and refuse to use the parking lot. They would rather block the driveways on West Church Street and narrow the roadways. I feel that the curb should be painted red on the Trinity side of the street to prevent any further devastation in our neighborhood, especially allowing that they have more than enough room in their own parking lots to accommodate their vehicles. I have also been informed that although the curb is not yet painted red, it is illegal to block another person's driveway -even from the opposing side of the street, and would tike to request that the Ukiah Police Department monitor the pazking on my street and ticket those deserving, until the parking /fire hazard issue has been resolved. Our family recently installed a new water heater, in which the main water valve failed to open, and the City of Ukiah had to come out and open it for us. The standard City of Ukiah utility truck was unable to drive down my street due to the vehicles parked on both sides of the street. I have measured other blocks that have the painted curbs, and our street is much narrower. As a safety advocate for my neighborhood, I question the ability of the Fire Department or EMS vehicles to access our block in an emergency. I am hoping for a reasonable solution to our situation. I have tried amiably to resolve the issue with Trinity School. The school's Director, Mony Tate, has attempted to resolve the problem by educating Trinity employees of the situation. The employees did use the parking lot for approximately one week after my initial complaint, before deciding amongst themselves that parking in one of their designated azeas was too much of a hassle. I have even joked with Mony about allowing the residents of the 800 block to pazk in the Trinity Employee Only parking lot so that we can leave our street accessible. Ms. Tate has been very cooperative and seeks a resolution as well. It is my understanding that the Ukiah Fire Department has previously requested a painted curb on our block. This request was denied due to a residential dispute. At this time, only one resident uses the south side of our block to park. This resident actually resides on Spring Street, which has ample parking, and a wide enough area to accommodate such. As I near my due date, l may be unable to attend the Traffic Engineering Committee Meeting at this time. REQUEST: The Traffic Engineering Committee (TEC) received a request from Jim Looney, Public Works Superintendent, to review curbside parking on Church Street and Stephenson Street. Mr. Looney noted that the street sweeper has difficulty sweeping the street when vehicles are parked on both sides of the streets. The TEC also expressed concern about the ability of Public Safety vehicles to respond to emergencies on the streets. SITE VISIT: Staff inspected the streets at various times. Please note the attached spreadsheet. It is apparent that the majority of the on street vehicle parking is related to Trinity School. After 5:30 PM, there are substantially fewer vehicles parked on Church Street adjacent to the school grounds. DISCUSSION: This item was discussed by the TEC on June 13, 1995. At that meeting, a motion was passed by a unanimous vote to distribute a questionnaire to all residents with frontage on Church Street from Dora Street to Highland Avenue. The questionnaire was intended to seek input regarding the following: no parking on the north side of the street, no parking on the south side of the street, signing West Church Street as a one-way street, and other alternatives. Staff did not find follow-up discussion on this item in the TEC minutes. Jim Looney does not recall a questionnaire being distributed to Church Street residents. Please note the attached TEC minutes for June 13, 1995. Planning Department staff researched use permits for Trinity School. There are no use permits on file for Trinity School. The City, therefore, cannot enforce requirements for Trinity School to provide off-street parking for its staff. Church Street from Dora Street to Hortense Street is 28 feet wide. Reauest for Loadine Zone in a'NO PARKING" Zone in front of Methodist Church on West Smith Street -James Lynn and Ira Hill Member Kennedy reported Mr. Lynn and Mr. Hill are requesting a loading zone in a "NO PARKING" zone in front of the Methodist Church. Loading occurs at this location and there is a need for a loading zone. Member Harris expressed he is opposed because there is parking on the north side. Creating a loading zone would leave 8 feet of travel lane. Vice-Chairman Fernandez expressed he is opposed to the loading zone because the the pazked vehicles will eliminate the street as a thorough faze. Would like to maintain a smooth flow of traffio, keep traffic moving with the least amount of obstacles in the street. Member Dewey advised standards should be established for a loading zone. ff a loading zone is established for one, others will request loading zones in azeas that may not accommodate a safe loading zone and will not allow a smooth flow of traffic. Church Street is very narrow, approximately 24 feet wide from curb to curb or curb to edge of pavement, and one-way east bound from Dora Street to State Street with on-street pazking on the south side. From State Street to Main Street, Church is one-way with on-street pazking on both sides. Most sections of Church Street, between Dora and Highland, there is pazking on both sides, except in front of Trinity School, and no on-street pazking on the apartrnent side, opposite Trinity School. Two vehicles cannot safely pass when vehicles are pazked on the street. Member Kennedy read "whenever a local authority determines upon the basis of an engineering or traffic survey that the prima facia speed limit of 25 MPH in a business or resident district or in a public pazk on any street having a roadway not exceeding 25 feet in width, other than a State Highway, is more than reasonable or safe the local authority may by ordinance or resolution determine and declaze prima facia speed limit of 25 or 15 MPH which ever is found most appropriate, reasonable and safe." Discussion followed regarding pazking uses are not consistent on Church Street, there is residential parking to the west and business parking on the east; pazking on both sides of the street is convenient for businesses on the south end of Church Street; elimination of on-street parking; and reducing the speed limit to 15 MPH for roads less than 25 feet in width. ON A MOTION by Member Kennedy, seconded by Member Dewey, it was carried by an all AYE vote, the City Engineer send a questionnaire to all residents with frontage on Church Street, from Dora to Highland stating there is a potential hazard. The street is to narrow for two-way traffic. Would the residents like to have no parking on the north side, no parking on the south side, make one-way, or another altemative. All information will be brought back to the Traffic Engineering Committee for recommendation to the City Council. OLD BUSINESS None. COMMITTEE MEMBER REPORTS a. Status Renort Regardine Appeal of Paul Durbin - RecLuest for the Closure of Highland Aveuue to through Traffic Member Kennedy reported Mr. Durbin appealed the Committee's decision to the City Council. The Council denied the appeal and duected the City Engineer to bring forth a]tematives. The preferred alternative is to instal] a stop sign at Highland Court and Highland Avenue, because it is a blind comer and the safe approach is 15 MPH. Staff will install a centerline stripe or markers, post a "NO PARKING" on all segments of Highland Avenue. There is a wide area that will be reserved for parking. Vertical delinators (edge markers) will be installed along the curves. A stop ahead sign will be installed for south bound motorists. The street will be posted I S M.P.H. The least preferred altemative was to maintain Highland Avenue as one-way and the City would install additional warning signs "ONE-WAY, DO NOT ENTER." A lengthy discussion followed regarding the length of delivery trucks, and delivery trucks double- parking on Standley Street. ON A MOTION by Member Harris, seconded by Member Looney, it was carried by an all AYE voice vote of the members present, that the Traffic Engineering Committee deny the request to change the loading zone adjacent to the Sports Attic, between North School Street and North State Street, to parking spaces, and a loading zone be established at the west end of the block in front of the former Wildberger's Market. The request is denied based on the safety issues of semi-trucks and trailers would have to back-up into a pedestrian crosswalk to exist the loading zone. Member Harris requested that the Public Works Department send a letter of appreciation to Mr. Richard Cleland, owner of the Sports ttic, for h' request. /-` a. Discussion and possible action reaardina on-street narking on West Church and West Stephenson Streets near Trinity School -Jim Looney Public Works Department Mr. Seanor reported he visited the site and measured the street widths from curb to curb, with the results as follows: Dora to Hortense, W. Church Street is 28 feet from curb to curb. Hortense to Spring, W. Church Street is 25 feet wide. Spring Street to Hope, W. Church Street is 25 feet wide. Hope to Barnes, W. Church Street is 25 feet wide. Barnes to Thompson, W. Church Street is 25 feet wide. Thompson to Highland, W. Church Street is 25 feet wide. He reported this issue was originally brought forth by Member Looney due to concerns expressed by the Street Sweeper having difficulty passing through W. Church and W. Stephensen safely due to on-street parking either on one side or both sides of the streets. He advised there is a "no parking zone" located in front of the apartment buildings. A survey was conducted at 10:30 a.m. and observed numerous vehicles parked on Church Street, and very few vehicles parked on Stephenson. At 2:15 p. m. there were numerous vehicles sti{I parked on Church Street. During the evening hours there were fewer vehicles, however, residential parking started to increase. Member Lohse suggested on-street parking should be eliminated on the south side of the street. He expressed on-street parking could be a traffic calming issue, however, the streets are very narrow and on-street parking narrows the street more. Member Looney suggested no parking on the south side of Church Street from Spring to Thompson, and no parking on the north side of Stephenson from Spring to Hope Streets. This would have the least impact to residents. If on-street parking is eliminated a neighborhood workshop would have to be held. A lengthy discussion followed regarding there is no Use Permit for the current educational use of Trinity School, therefore, on-site parking is not required; the impact to residents if off-street parking is eliminated; if on-street parking is eliminated the possibility of increased traffic speed on Church and Stephenson Streets; and the standard for a single travel lane is 12 feet wide -Church Street is 25 feet in total width. ON A MOTION by Member Harris, seconded by Member Looney, it was carried by an all AYE voice vote of the members present, to continue this item to the March meeting. Staff will meet with Trinity School to discuss the on-street parking problems and discuss options. It is also requested that Staff meet with the Police and Fire Departments regarding safety issues. _ c. Member Steele reported at the October 16, 2001 meeting, Peter Richardson of Rainbow Construction requested the removal of 6 feet red curb from the existing red curb that was extended in June 2001, to allow on-street parking for two vehicles in front of Rainbow Construction. The red curb was measured and a portion was removed to comply with the resolution as approved by the City Council. The resolution states "beginning at the intersection at West Smith Street and extending 22 feet north". Member Looney advised there is adequate site distance and a safe parking distance from the pedestrian crosswalk. No further action is requested by the Committee. Update on reauest to Citv Council to shorten red zone along Leslie Street near Perkins Street. At the October 16, 2001 meeting, Mr. Timm Allred, Allred Construction, requested the no parking zone be shortened 15 feet to allow on-street parking for one vehicle to access his garage and gate to his business. Member Steele reported Mr. Seanor prepared a Staff Report to be presented to the City Council. Councilmember Larson opposed the request and asked that this item be pulled from the Consent Calendar for discussion. Mr. Allred was notified of Councilmember Larson's request and asked that the item be removed from the Council's agenda. Mr. Allred will consider increasing the gate width to prevent vehicles from parking in front of his business. She also stated vehicles have parked in her driveway; it has become very difficult to enter and exit her driveway when vehicles are parked next to the curb return, vehicles are parking in the red zones; she has observed County employees parking their vehicles in front of her home from 8:00 a.m. to 5:00 p.m.; it has become difficult for her friends and family to park within the area when visiting; and it is difficult for the Street Sweeper to clean the street. Acting Chairman Kageyama stated the on-site parking lot located next to Bush Street is usually full. A lengthy discussion followed regarding the utilization of on-street parking by customers and County employees; there is on-site parking located at the southwest of the complex, east side of the complex, and a parking lot located behind Public Health; request the Police Department to patrol the area on a temporary basis for illegal on-street parking; the possibility of installing time limited parking; and this location is not within the Parking Enforcement jurisdiction. ON A MOTION by Member Harris, seconded by Member Looney, it was carried by an all AYE voice vote of the members present, to request the Parking Ticket Hearing Officer, Michael Harris, to meet with James Anderson, Administrator for Mendocino County to discuss possible parking solutions; contact Larry DeKnoblough, Parking District Officer, to discuss if the Police Department has the authority to cite a vehicle parked within a restricted parking zone located outside the parking district; contact the Ukiah Police Department to find out if the Parking Enforcement Officers have authority to cite vehicles parked i{legally in red zones, or are there other resources for parking enforcement; and request Mrs. Toxqui to meet with neighbors regarding the time restricted on- street parking. It was the consensus of the Committee to continue this item to the next scheduled meeting with all information brought back to the Committee. ., ,-, OLD BUSINESS a. Discussion and oossible action regarding_on-street narking on West Church and West Stephenson Streets near Trinity School. Member Steele reported that at the December 18, 2001 meeting, a motion was made for Staff to meet with Trinity School to discuss the on-street parking problems, discuss possible options, and to meet with the Police and Fire Departments regarding safety issues. In discussions with Acting Fire Chief Chuck Yates, while viewing aerial photographs of the area and west of Dora, they discussed potential parking for one-side only. She questioned if the item should be addressed as a neighborhood problem. ON A MOTION by Member Harris, seconded by Member Lohse, it was carried by an all AYE voice vote of the members present, that the Planning, Public Works, and Fire Departments meet to discuss and develop possible solutions regarding neighborhood on-street parking in the areas of Dora, Highland, Standley Street, Clay Street, and Smith Street. Mr. Jackson responded the children are 12 to 20 years of age. There are no toddlers. Ms. Michelle Agulia-Brown stated on several occasions Staff has contacted the Ukiah Police Department to patrol the area during the hours of 3:00 p.m. to 5:00 p.m. and 7:00 p.m. to 10:00 p.m. She asked if a sign could be installed indicating activity of children. The adult staff does go outside and monitor the children to make sure they cross the street correctly. Mr. Jackson asked if a stop sign could be installed at the intersection for north/south bound traffic. There is currently a stop for east(west bound traffic. Member Looney stated pedestrian or school signs are used for advance warning for schools, playgrounds, parks, or pedestrian crosswalks, and are not used as traffic ca{ming devices. Member Harris suggested relocating the one on-street parking space located on the west side of Main Street south of the intersection to allow more site visibility. Member Looney responded there is a driveway and 15-feet of red curb south of the intersection. A lengthy discussion continued regarding posting signs indicating children are in the area; bot dots in the crosswalk; bot dots are a hazard to bicyclists; a barrier between the parking lot and the Center; a sandwich board sign on the sidewalk; the possibility the sidewalk sign would be a distraction to traffic or tripping hazard; fluorescent cones; and hatch marks in the crosswalks. Member Walker advised there is a UCC Code against sandwich board signs on the sidewalk. DISCUSSION: On West Perkins Street there are two yellow loading zones on adjacent blocks, one on the south side of Perkins Street, just east of School Street and the other on the north side of the street, just west of School Street. This second loading zone serves dual purpose as a MTA bus stop. On West Standley Street there are two yellow loading zones on adjacent blocks, one on the north side of Standley Street, just west of State Street and the other on the south side of the street, just west of School Street. This second loading zone serves dual purpose as a MTA bus stop. Due to the close proximity of the yellow loading zones it seems feasible to eliminate the yellow loading zone at the MTA bus stops and to establish a no-parking zone for the MTA bus stops. The establishment of the no-parking/bus loading zones would require City Council approval. Some people complained that our parking signs indicating timed parking say, "Except Sat, Sun, and Holidays." Our city code under section 7008 specifies which holidays are considered for the purpose of parking enforcement. Of course "Cesar Chavez Day" is not included in the list, however all of the other holidays listed, according to one complaining lawyer, are "State Holidays." I don't know what the historical justification for the holiday list is under section 7008 (if it was made up arbitrarily or we followed the state example), however we need to update the ordinance as it was pointed out to me that a reasonable person would not be able to distinguish which holidays they could park unrestricted and which ones they could not. Another issue is that my Parking Enforcement Officers only get "City Holidays" off and have to work on some of the holidays that are listed in the ordinance, so they really don't have much to do on one of the listed holidays that they are required to work.
