1. CALL TO ORDER: 3:05:16 PM

2. APPROVAL OF MINUTES:
M/S Townsend/Lampi, it was carried by an all AYE voice vote of the members present to
approve the February 12, 2008, minutes as submitted.

c. Discussion and possible action regarding dual MTA bus stops and yellow loading
zones on West Perkins Street and West Standley Street.
Member Seanor presented the item. Recommended Action: Discuss the item and
provide direction to staff.
Marty Nelson, MTA representative, discussed the item.
Consensus of the members present is to have MTA report back to TEC at the next
meeting about which companies are using the yellow loading zones. With that
information the committee can then make a decision on whether to send letters or
directly contact those companies in regards to the problem MTA is encountering.
a. Discussion and possible action regarding passenger loading zone and crosswalk
on Leslie Street at River Oak Charter School.

Member Seanor presented the item. Recommended Action: 1) Approve the passenger
loading zone at River Oak Charter School. 2) Deny the request for a new mid-block
crosswalk.
Public speaking to the item: Kathleen Thompson, Principal for River Oak Charter School
expressed concern on the children's safety and would like to see that area become an
official passenger loading zone.
M/S Townsend/Whitaker, it was carried by an all AYE voice vote of the members
present to, 1) Approve the passenger loading zone at River Oak Charter School, 2)
Paint the curb white with appropriate red curbing adjacent to the driveways located near
the school, 3) Install passenger loading zone signs on the sidewalk to alert traffic.
M/S Whitaker/Lampi, it was carried by an all AYE voice vote of the members present
to deny the request for a new mid-block crosswalk on Leslie Street.
b. Discussion and possible action regarding on street parking, Church Street and
Stephenson St.
Member Seanor presented the item. Recommended Action: 1) Discuss item and provide
direction to staff.
Staff speaking to the item: Chuck Yates, Fire Marshall, City of Ukiah, discussed and
explained the problems the fire department encounters and that risks that arise when
trying to use Church and Stephenson in route to their emergency calls.
Member Townsend made a motion to establish no parking on one side of the street for
the total length of Church and Stephenson, West of Dora. Motion failed due to lack of
second.
M/S Townsend/Whitaker, it was carried by an all AYE voice vote of the members
present to have TEC write a fetter to Trinity school explaining the parking situation and
suggest that employees park in an alternate area in hopes to decrease vehicle
congestion along Church and Stephenson.
M/S Townsend/Lampi, it was carried by an all AYE voice vote of the members present
to send to City Council no parking on one side of the street from Dora to Hortense,
Spring to Hope on Church and Stephenson, consistent with the other no parking that
already exists. Abstain: Member Whitaker.
d. Discussion and possible action regarding designated holidays for parking
enforcement.
Member Turner presented the item. Recommended Action: 1) Discuss item and provide
direction to staff.
M/S SeanorlLampi, it was carried by an all AYE voice vote of the members present to
send to City Council to amend City Code Section 7008 to be consistent with city
recognized holidays, not with state recognized holidays. Abstain: Member Townsend.

6. COMMITTEE MEMBER REPORTS:
a. Update on Wagenseller Neighborhood Association Traffic Concerns
None.
Member Townsend would like to see and update on this on the next meeting agenda.
b. Update on Parking Improvement Study
Agenda Summary Report going to City Council on April 16th, 2008
c. Update on newly paved roads
Member Seanor is pleased with the progress being made and the work being done.
