ORDINANCE N0. 704
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF UKIAH ADDING ARTICLE 1(a) TO CHAPTER 4
OF DIVISION 1 OF THE UKIAH MUNICIPAL CODE
RELATING TO THE ESTABLISHP~IENT, APPOINTMENT,
AND DUTIES OF THE UKIAH CULTURAL ARTS COMMISSION
The City Council of the City of Ukiah Ordains as follows:
Section 1. Article 1(a) is added to Chapter 4 of Division 1 of
the Ukiah City Code to read as follows:
Section 1020 - Creation
There is hereby created a Cultural Arts Commission for
the City of Ukiah.
Section 1021 - Plembers; Appointment
Said Commission shall consist of seven members appointed
by the City Council.
Section 1022 - Terms of Members
Of the members first appointed, under this ordinance,
three shall be appointed for a term of one year, two for
terms of two years, and two for the term of three years
from and after their appointment, respectively. The
successors shall be appointed for the term of three years.
Section 1023 - Expenses of members; no compensation
The members of the Commission shall .receive no compensa-
tion, except such traveling expenses as are authorized by
law.
Section 1024 - Chairperson; Officers
The Commission shall elect a Chairperson from among its
members for a term of one year and may elect such other
officers as it may determine.
Section 1025 - Meetings; rules; record
The Commission shall hold at least one regular meeting
each month. It shall adopt rules for the transaction of

Section 1026 - Duties of the Commission
The Commission shall act in an advisory capacity to the
City Council and shall have the following powers and duties:
a) To foster and develop support for the arts.
b) To develop an awareness in the business community,
in local government, and in the general public of the value
of the arts to Ukiah.
c) To develop programs, subject to budgetary limitations,
either alone or in cooperation with other private or public
agencies, to provide accessibility to the arts for everyone
and to encourage public participation in the arts.
d) To advise the Council on all matters concerning the
arts, including pending legislation.
e) To advise the Council on the allocation of funds in
support of the arts, to establish firm and equitable standards
for such allocations, and to evaluate those allocations
annually.
f) To review and make recommendations upon all works of
art to be acquired by the City either by purchase or gift and
to make recommendations concerning their proposed locations.
g) To work with city agencies to preserve the architec-
tural and environmental heritages of the City.
h) To advise the City and to seek state, federal, and
private funds available in support of the arts.
i) To act as a liaison between the City, local artists
and cultural groups, and the community at large.
j) To offer assistance to groups or individual artists
in developing arts programs and in applying for public or
private funds.
k) To develop directories of local (1) artists, (2) art

m) To work with school districts to encourage arts and
artists in the schools.
n) To research the needs of artists and the community,
and then develop, and regularly update and evaluate
progress against, a five year plan for the growth of
the arts in Ukiah.
o) To advise and assist the City in other activities as
may be referred to it by the Council.
p) To inspect and investigate any site, building,
structure or area in the City of which it has reason to
believe is or will in the near future be of historic or
cultural significance.
q) To compile and maintain a current list of all such sites,
buildings or structures which it has determined from
such inspection and investigation to be of historical
or cultural significance. Such lists shall contain a
brief description of the site, building or structure, and
the reasons for its inclusion in the list.
r) To publish and transmit to all interested parties such
lists, including the dissemination of any public informa-
tion concerning the list or any site, building or structure
contained therein.
s) To take all steps necessary to preserve such sites,
buildings or structures not in conflict with the public
health and safety and general welfare or the powers
and duties of the City of Ukiah, its boards, officers
or departments. Such steps may include the establishment
of a private fund for the acquisition or restoration of
such sites, buildings or structures; the recommendation
that such sites, buildings, or structures be acquired

t) to encourage and solicit contributions from individuals,
groups and trusts for the benefit of Ukiah's Cultural Arts.
u) To recommend on the disbursement of funds or in kind
contributions to the City for the cultural arts.
v) To advise on the expenditure of funds by the City in
the field of cultural arts.
Section 2. This ordinance shall be published as required by law
in a newspaper of general circulation published in the City of
Ukiah.
Section 3. This ordinance shall become effective 30 days after
its adoption.
PASSED AND ADOPTED this 19th day of October, 1977 by the follow-
ing roll call vote:
